It is only a reflection of who the dealers called leaders are. An ex governor of a constituted state spilling gibberish from his mouth. The state governor who did not see the issue as not only important to attend to but also embarrassing to leave it unattended to, which took him more than 14 days before he could visit all because of political exercise The president that couldn't visit but later sent delegate after 16 days as well.
