Am not sure u understand what is going on. Ask yourself first, is ADC a party Registered yesterday? INEC or anyone is not care about people that decamped to ADC last year. He knows how to carry people along and expert in consultation before making moves. He knows how to build relationships and keep them. Imagine him seriously carrying along all governors of the class of 99 and giving them opportunity to make contributions and recommendations for appointments. Same with past head of States How will governors of Thier state not Decamping to support him. Morso they have a lot of projects and development going on in Thier various States.
