A person's scent, Bernier explained, comes from hundreds of compounds on the skin, many emitted through sweat and others produced by bacteria. To identify which of these attract mosquitoes, Bernier and colleagues used a special mosquito cage divided by a screen. They sprayed various substances into one side of the cage, and documented the effects in attracting mosquitoes. Some compounds, like lactic acid- a common component of human sweat- were definite mosquito lures, drawing 90 percent of the mosquitoes to the screen. With other compounds, however, many of the mosquitoes didn't even take flight or seemed confused. “If you put your hand in a cage of mosquitoes where we have released some of these inhibitors, almost all just sit on the back wall and don''t even recognize that the hand is in there. We call that anosmia or hyposmia, the inability to sense smells or a reduced ability to sense smells,” Bernier explained. He said that a group of chemical compounds, including 1-methylpiperzine, block mosquitoes' sense of smell. This may help explain why mosquitoes fly toward some people but not others. Governor Ibikunle Amosun of Ogun State yesterday expressed worry over what he described as the deplorable state of federal government roads in the Gateway State. Amosun, who spoke while inaugurating 150 metro taxi cabs (otherwise known as Igba Otun taxis) at the Arcade Ground, Oke-Mosan, Abeokuta, pleaded with the Federal Ministry of Works to pay attention to federal roads as a matter of urgency. He said the brand new fully air-conditioned Nissan Sunny/Almera brand of vehicles, which would be operating under the Ogun State Modern Taxi Scheme, were aimed at enhancing intra-city transportation in the state. He added that having provided the security that enhances development of investment, the state government decided to ensure free flow traffic of people, goods and services through efficient transportation system. The governor recalled that his administration, last year, released 50 mini-buses and seven high capacity buses with a unique ticketing system to address the inter-city transportation needs of commuters within and beyond the state. Amosun, however, lamented that the terrible condition of federal roads in the state could have negative effects on the maintenance of the vehicles. He said, “Apart from the fact that these new vehicles will enhance smooth transportation, we are also making a statement and setting standards for vehicles that will now ply our roads. It is only Ogun Standard vehicles on ‘Ogun Standard roads that will make Ogun Standard transportation system a reality. “I know that as I say this, a lot of us will already be ruminating over the state of federal roads within our State and the effect of this on the maintenance of these vehicles. No doubt, the state of disrepair of the federal roads is worrisome. “I, therefore, plead with the Federal Government, and most especially, the Federal Ministry of Works to pay attention to these roads, as a matter of urgency. This is the only way this mass transit project could be sustainable. The Federal Government should complement our efforts. Some of the roads that our Administration is reconstructing are federal roads.” Amosun also called on all the stakeholders in the transportation industry, including the police, Federal Road Safety Corps (FRSC), Traffic Compliance and Enforcement Agency (TRACE), Vehicle Inspection Office (VIO), National Union of Road Transport Workers (NURTW) and Road Transport Employers Association of Nigeria (RTEAN), to collaborate with government in ensuring the success of the modern taxi scheme. An eight year old bride identified as Rawan, died in Hardh in the governorate of Hajjah in northwestern Yemen, from internal injuries on her wedding night, bleeding to death after deep vaginal tearing caused by sex with her 40 year old husband, according to a report issued by UPI on Sunday, Sept. 8. Activists in the region are fighting for forced child marriage to be banned, and they have called for police to arrest the girl's husband and family. The issue of forced marriage of child brides is a socially accepted custom and is widespread in many rural areas in Yemen. A February 2009 law set the minimum age for marriage at 17, but it was repealed after some conservative lawmakers called it un-Islamic. In particular, a prominent Islamic cleric, Abdulmajeed al-Zindani, issued a fatwa in support of the practice, declaring supporters of a ban on child brides to be apostates, and ultimately leading a successful campaign against legislation that would prevent adult men from marrying children. Legislators have been looking at ways to curb the practice and they have so far been unsuccessful. Currently the law states that parents should decide when a daughter marries. Niger Delta Activist and ex-militant, Mujahid Asari-Dokubo on Sunday threatened fire and brimstone if President Goodluck Jonathan does not return as president in 2015. Speaking on Politics Today, he said “2015 is already a settled matter; Goodluck Jonathan will be president in 2015. Whether they contest or they don’t contest, Goodluck Jonathan will be president,” he said adding that he would be ready for violence if needed. Replying to comments made by former Head of State, General Muhammadu Buhari, he warned that that “if they say the blood of the dogs and the baboon will be soaked in water on the street, in blood on the street, in salt water on the street, we will help them soak them in blood”. The former Head of State was reported to have said that “If what happened in 2011 (alleged rigging) should again happen in 2015, by the grace of God, the dog and the baboon would all be soaked in blood,” in May of 2012. Buhari spoke in Hausa while addressing members of the CPC from Niger State, who paid him a courtesy visit in Kaduna. He also warned that 2015 would be bloody if the elections were not transparent, just as he dismissed reports that he would not contest the 2015 presidency. Buhari who painted a gory picture of Nigeria as that of a hound and a monkey engaged in a battle for survival said, “God willing, by 2015, something will happen. They either conduct a free and fair election or they go a very disgraceful way”. Declares Intention To Join PDP The fiery-speaking Dokubo while making public his decision to the People’s Democratic Party (PDP), also explained the reason behind dumping the defunct Action Congress of Nigeria (ACN). Dokubo, who claimed to own the party secretariat in Port Harcourt, the capital of Rivers State, noted that “somebody cannot stay in Lagos and decide for Rivers people” adding that it is an insult on Rivers people, we will be our governor, we will be the governorship candidate of our party”. He said the situation “is an insult on me, insult on the people of Rivers” warning that “it is not going to be possible”. Port Harcourt — EX- militant commanders in the Niger Delta have vowed to resist any move to deny President Goodluck Jonathan his constitutional second term in office. In a statement under the aegis of Leadership, Peace and Cultural Development Initiative, the ex-militant leaders said they would apply all lawful means to stop those scheming to rob President Jonathan of a second term in office. Conjoined twins who shared spinal cords have successfully been separated during a gruelling eighteen-hour operation. The operation on one-year-old Nigerian sisters Hussaina and Hassana Badaru involved 40 doctors, and is only the fourth such separation to be carried out in the world. The pair, who were born with a condition called pygopagus in Kano, Nigeria, were joined at the hip and had spinal cord fusion, while also sharing a lower gastrointestinal passage and Instruments. Specialist surgeons at BLK Super Speciality Hospital in New Delhi, India, conducted the separation on August 12. They carried out two procedures – one to divide the twins, and one reconstructive operation. The procedures – which cost an estimated £64,000 and were paid for by a Nigerian philanthropist – were so risky that doctors were forced to conduct practice runs on dummies before attempting it for real. Dr Prashant Jain, the paediatric surgeon who led the team, said: ‘The separation of the Badaru twins was a big challenge as they had unusual sharing of alimentary canal, genitourinary system and nervous system. ‘We overcame this with meticulous planning and team work. Rehearsals were carried out using dummies. ‘Every surgical step was defined and rehearsed over and over again till it reached precision. ‘The girls were colour coded, one pink and the other blue, for eight days before the surgery so that there would be no error at all. ‘All tubes, wires, catheters, leads, syringes, injections and drugs were also colour coded in accordance with the pink or blue code to avoid any error or miscalculation.’ Head of anaesthesiology, Dr Valecha, added: ‘The most difficult task in this surgery was the anaesthetist’s job which was challenging by the fact that whatever drug was given to one twin, the other would receive it inadvertently through a large sharing vein therefore it needed to be calculated and monitored carefully.’ For the girls’ parents, father Badaru, and mother Malama Badariyya Badaru, it was the culmination of a long process to save their daughters. After the babies were born in Murtala Muhammed Specialist Hospital, Kano, last year, they sought the help of local doctors to separate their twins. But the diagnosis was simple – one of the girls would have to be sacrificed to save the other in order to carry out the separation surgery. Desperate to save both their girls, they sought one last opinion, and were referred to New Delhi, where the chance of both surviving was deemed far greater. The twins were taken to BLK Super Speciality Hospital, and after multiple evaluations their extreme case was identified as them sharing spinal cords, a lower intestinal tract and a urinary tract. Their treatment was split into three stages. The first, on May 25, used tissue expanders made from silicon implanted in their bottoms to generate enough tissue to cover the wound made in surgery. The second – and most crucial – was performed on August 12 with doctors physically separating the twins before plastic surgeons carried out extensive reconstructive procedures. The third stage is due to take place in three weeks’ time and will involve closing the temporary stool passage of both girls. Twenty seven year-old James Imoha,an Ordinary national Diploma holder from Auchi Polytechnic, Delta State, had nursed the ambition of going back for his Higher National Diploma in same school. But his ambition was being hampered by lack of funds. Determined to realise this dream, he left his home town in Agenegbode, Etsako East Local Government area of Edo State, for Lagos five months ago, in search of greener pasture. But as you read this piece, James is being detained at the Special Anti-Robbery Squad, SARS, Ikeja, over an alleged robbery case. James and eight suspected members of his gang allegedly stormed May and Baker Pharmaceutical company at Oba Akran, Ikeja two weeks ago and were at the verge of loading a truck with cartoons of drugs when operatives of SARS swooped on them. However, in this interview with Crime Guard, James burst into tears, insisting he was deceived by members of the gang into joining them. He further disclosed that his desire to further his education and also feed for that week made him join them that night. Hear him: “ I swear, I never knew they were going to rob that night. I was made to understand that they were being hired to load a truck at the end of which they would be paid. I was already sleeping that night in a friend’s house when Innocent (one of the suspects) visited him. He informed me there was a job and when I asked what kind of job , he said it was to load some cartoons into a truck. I became interested because it would be an instant payment. I asked how much would be paid at the end and he said N1000 or N2000 depending on the quantity one was able to load. I complained that it was late (10pm), but Innocent said this is Lagos where business was done anytime. Reluctantly, I got up and decided to follow him, with the hope to earn some amount for that week. Quickly, I calculated that it would buy me three square meals for one week because I spend N100 per meal or less, particular when I have to drink ‘’garri’’ with groundnut or coconut. Too late to turn back “When I got to the place with Innocent and Okogie, I noticed from the way they were acting that the business was not genuine afterall. But I could not back out because I could not locate my way back home. But innocent assured me all was well and I went about loading the truck with the cartoons of drugs. I also noticed from the way they were whispering to each other that they could be stealing the drugs and I opted to retreat at that point. But as I attempted to leave the company’s gate, there was sporadic shootings and I concluded that was the end of my sojourn on earth. I just laid flat on my tummy with my hands raised up, without looking up. The next thing I knew was that I was arrested and brought here.” Are you sure I will leave this place alive? “, he asked this writer in tears. Continuing,he said, “my desire to further my studies brought me to Lagos. My intention was to lay my hands on any genuine business and save for my HND. Had I known things would turn out this way, I would have remained in the village until when God will answer my prayer. As I speak, my relatives are not aware I have been arrested. The news will kill my ailing mother. Sister, please just pray for me”, he said , burying his face in both palms. Robbers strategy May and Baker pharmaceutical is located in a complex which also housed five other companies,with each having its own private guards. In order to have free access in and out of the complex, the robbery suspects were said to have injected sleeping tablets into some packs of fruit juice which they gave to some of the guards who allegedly connived with them. One of the guards, as gathered, resumed on the D-day with the injected fruit juice, informing his colleagues that he was celebrating his birthday. Delighted at the news, other unsuspecting guards joyfully reached out for the drugged juice. His manhood is not working well, and he is unable to satisfy me. – Girl friend. A 32-year-old undergraduate, Emeke is said to have committed suicide in Igbiegwa Quarters, Ute-Erumu, Ika North East local government Area, Delta State because his manhood was not working well. It was learnt that Emeke who was an undergraduate of the Delta State University’s futile effort to make love to his girlfriend but his manhood kept failing led him to commit suicide by jumping into a well inside his family compound. Apparently in a bid to find a lasting solution to his predicament, it was gathered that he visited several churches, where he was asked to embark on 31 days fasting and prayers to restore his manhood, but all to no avail. Emeke who had been receiving several complaints from his girlfriend about his inability to satisfy her promised to make it up to her. In an attempt to try out the outcome of the fast, they checked into a guest house on Monday, but it was still the same as his manhood disappointed him again. According to a family source, who gave his name as Emilia said on that fateful Monday, after the incident at the guest house, Emekus, as he’s fondly called sold his clothes and shoes after which he left a suicide note on his bed. Emilia described the circumstances surrounding the act as rather mysterious. Microsoft CEO Steve Ballmer may be on his way out, but he’s planning to make a final big move before calling it quits. In a letter to employees released late Monday evening, Ballmer announced that Microsoft was acquiring Nokia’s smartphone business. Microsoft will pay €3.79 billion ($5 billion) for the Finnish company’s “Devices and Services” division and another €1.65 billion ($2.2 billion) to license the company’s intellectual property. The deal cements a partnership that has been central to Microsoft’s mobile device strategy in recent years. Two years ago, Nokia announced that it would adopt Microsoft’s software for its smartphones. The new deal would make that alliance permanent. Why does Ballmer want to do that? His argument for the transaction is spelled out in a 30-page slide deck released in anticipation of a Tuesday morning conference call. The Redmond giant believes that deeper integration between devices, software, and services will be needed to compete effectively with Apple and Google’s mobile ecosystems. “Devices help services and services help devices,” the presentation says. The company believes that more closely integrating the two will improve the user experience and help to “build a large user base.” Such vertical integration, of course, has been essential to Apple’s business model for the iPhone, and Microsoft has adopted a similar strategy for its Surface line of tablets. Microsoft also believes that vertical integration will make it easier to finance the development of the Windows Phone platform. Right now, when Nokia sells a Windows Phone, Microsoft gets a “gross margin” of around $10 from the deal, while much of the profit from the sale flows to Nokia. That limits Microsoft’s incentive to invest in the Windows Phone platform, since its partners capture a large share of the upside when the platform grows. That will change once Nokia’s phone business is part of Microsoft. Because the combined company will be supplying both hardware and software, Microsoft estimates it will enjoy a gross margin of $40 per phone sold. Microsoft plans to plow that extra cash into additional “innovation and marketing” to expand the platform’s market share. Microsoft Corp. is buying Nokia Corp.’s devices and services business, and getting access to the company’s patents, for a total of 5.44 billion euros ($7.2 billion) in an effort to expand its share of the smartphone market, the companies announced late Monday. Microsoft will pay 3.79 billion euros ($5 billion) for the Nokia unit that makes mobile phones, including its line of Lumia smartphones that run Windows Phone software. Microsoft is also paying 1.65 billion euros ($2.2 billion) for a 10-year license to use Nokia’s patents, with the option to extend it indefinitely. “We are very excited about the proposal to bring the best mobile device efforts of Microsoft and Nokia together,” Microsoft CEO Steve Ballmer said in a memo to employees. “We are receiving incredible talent, technology and IP (intellectual property).” Microsoft said it is acquiring Nokia’s Asha brand of low to mid-level smartphones and will license the Nokia brand for current Nokia mobile products. “This element provides Microsoft with the opportunity to extend its service offerings to a far wider group around the world while allowing Nokia’s mobile phones to serve as an on-ramp to Windows Phone,” the companies said in a joint statement. Redmond, Wash.-based Microsoft said it will draw from its overseas cash resources to fund the transaction. When the deal closes in early 2014, about 32,000 Nokia employees will transfer to Microsoft, the companies said. Nokia, based in Espoo, Finland, said Stephen Elop will step aside as president and CEO to become executive vice president of Nokia devices and services. A 41yrs old woman, Mrs. Catherine Sefunmi Urouna, has allegedly committed suicide by drinking poisonous and harmful substances in protest of her husband's inability/refusal to buy her an iPad device. Former Nigerian president, Chief Olusegun Obasanjo met with President Goodluck Jonathan in the Presidential Villa behind closed doors on Sunday. A WOMAN who stole $5000 in cash from her boyfriend and hid it in her rectum is in hospital after she tried unsuccessfully to retrieve the money using a toilet brush and a pair of tongs. Christie Black, 43, allegedly stole the cash from her boyfriend, Bobby Gulley, in the residence they shared in Hawkins County in the US state of Tennessee. According to a county sheriff's office report the money, in $100 note denominations, had been in two envelopes inside a medicine bag Mr Gulley kept on a table. When the bag went missing, Mr Gulley confronted Ms Black and she confessed she had secreted the bag inside her rectum. In an attempt to remove the cash, she then unsuccessfully employed a toilet brush and a set of tongs. "She was bleeding severely and was transported to the Hawkins County ER," said Deputy Michael Allen. "There the wad of money was removed and collected as evidence." During questioning by a sheriff's deputy, Black admitted to taking the money because Mr. Gulley "was going to kick her out and she needed money for a place to live". Mr Gulley further explained he had left the money on the table to "set a trap" for Ms Black, whom he suspected had been stealing from him. Ms Black is facing an arrest warrant for theft. Miniature "human brains" have been grown in a lab in a feat scientists hope will transform the understanding of neurological disorders. The pea-sized structures reached the same level of development as in a nine-week-old foetus, but are incapable of thought. The study, published in the journal Nature, has already been used to gain insight into rare diseases. Neuroscientists have described the findings as astounding and fascinating. The human brain is one of the most complicated structures in the universe. Scientists at Institute of Molecular Biotechnology of the Austrian Academy of Sciences have now reproduced some of the earliest stages of the organ's development in the laboratory. Brain bath They used either embryonic stem cells or adult skin cells to produce the part of an embryo that develops into the brain and spinal cord - the neuroectoderm. This was placed in tiny droplets of gel to give a scaffold for the tissue to grow and was placed into a spinning bioreactor, a nutrient bath that supplies nutrients and oxygen. The cells were able to grow and organise themselves into separate regions of the brain, such as the cerebral cortex, the retina, and, rarely, an early hippocampus, which would be heavily involved in memory in a fully developed adult brain. The researchers are confident that this closely, but far from perfectly, matches brain development in a foetus until the nine week stage. The tissues reached their maximum size, about 4mm (0.1in), after two months. The "mini-brains" have survived for nearly a year, but did not grow any larger. There is no blood supply, just brain tissue, so nutrients and oxygen cannot penetrate into the middle of the brain-like structure. One of the researchers, Dr Juergen Knoblich, said: "What our organoids are good for is to model development of the brain and to study anything that causes a defect in development. "Ultimately we would like to move towards more common disorders like schizophrenia or autism. They typically manifest themselves only in adults, but it has been shown that the underlying defects occur during the development of the brain." The technique could also be used to replace mice and rats in drug research as new treatments could be tested on actual brain tissue. 'Mindboggling' Researchers have been able to produce brain cells in the laboratory before, but this is the closest any group has come to building a human brain. The breakthrough has excited the field. Prof Paul Matthews, from Imperial College London, told the BBC: "I think it's just mindboggling. The idea that we can take a cell from a skin and turn it into, even though it's only the size of a pea, is starting to look like a brain and starting to show some of the behaviours of a tiny brain, I think is just extraordinary. "Now it's not thinking, it's not communicating between the areas in the way our brains do, but it gives us a real start and this is going to be the kind of tool that helps us understand many of the major developmental brain disorders." The team has already used the breakthrough to investigate a disease called microcephaly. People with the disease develop much smaller brains. By creating a "mini-brain" from skin cells of a patient with this condition, the team were able to study how development changed. They showed that the cells were too keen to become neurons by specialising too early. It meant the cells in the early brain did not bulk up to a high enough number before specialising, which affected the final size of even the pea-sized "mini-brains". The team in Vienna do not believe there are any ethical issues at this stage, but Dr Knoblich said he did not want to see much larger brains being developed as that would be "undesirable". Dr Zameel Cader, a consultant neurologist at the John Radcliffe Hospital in Oxford, said he did not see ethical issues arising from the research so far. He told the BBC: "It's a long way from conscience or awareness or responding to the outside world. There's always the spectre of what the future might hold, but this is primitive territory." Dr Martin Coath, from the cognition institute at Plymouth University, said: "Any technique that gives us 'something like a brain' that we can modify, work on, and watch as it develops, just has to be exciting. "If the authors are right - that their 'brain in a bottle' develops in ways that mimic human brain development - then the potential for studying developmental diseases is clear. But the applicability to other types of disease is not so clear - but it has potential. "Testing drugs is, also, much more problematic. Most drugs that affect the brain act on things like mood, perception, control of your body, pain, and a whole bunch of other things. People get married for different reasons. While some seek companionship in marriage, many go into marriage for procreation. For couples who look forward to having children immediately after marriage, being declared ‘infertile’ by experts is like a death sentence. While it is generally agreed that it takes two to have a baby and every couple is expected to be in optimum health to have babies, medical experts claim men are having more fertility challenge now. Sperm concentration in men is said to have decreased by a third since 1990s while sperm count is said to have decreased by half over the past 50 years. Studies are also showing genetic abnormalities in sperm particularly in older men. For men therefore, quantity, quality and motility of spermatozoa are seen as important factors in fertility. Since the male factor is a prominent cause of infertility in couples, sperm donation has become vital in assisted conception treatment. A study by the Society for the Study of Male Reproduction stated that “a male factor is solely responsible in about 20 per cent of infertile couples and contributory in another 30 to 40 per cent.” According to experts, even when sperm numbers are great, a high proportion of men may have DNA damage that significantly impairs the chances of natural conception. Besides, male sperm deteriorates with age the same way it does for women. Studies have also shown that if a man has poor health, smokes, drinks too much or has a bad diet, it’s very likely his sperms are also going to be unhealthy. Indeed, investigation by Saturday PUNCH showed that sperm has become a commodity in high demand in Lagos. The Chief Consultant and Head, Obstetrician and Fertility Department, Eko Hospitals, Dr. Adegbite Ogunmokun, said fertility problem, based on recent experience, had tilted more towards the male factor. He said, “If 10 couples come in, there will be problem with the male in six of them, using our parameter of 20 million sperm per millimetre. But 10 to 15 years ago, maybe about four out of 10 men would have problem.” Our correspondents, who visited some fertility centres in Lagos, learnt that more men are having low sperm count, thus necessitating the need for more volunteer donors. But because donors are scare, fertility clinics offer as much as N50,000 to men who are interested in selling their sperm. They also pay more when sellers have special features that the beneficiaries are looking for. Like blood sellers, investigations show that many people in Lagos, especially students, now sell their sperms anytime they need money. A student of the University of Lagos, who identified himself as John, said he had sold sperm to a few fertility centres in Lagos. John said he had been funding his education for the past two years with what he earned from selling his sperm. John said he was introduced to the programme by a friend and that he had in turn brought in two other friends to ‘business’. “I’ve sold to a number of fertility centres. The money has really helped me to stay in school. It takes care of my tuition and some other personal needs,” John said, with a measure of satisfaction. “It’s cool money, really and I’m also doing a service to mankind by helping out some people in need. Even friends that I introduced to it have not turned back since then.” An employee in a Lagos fertility clinic, who identified himself as Olufunsho, told Saturday PUNCH that some women would pay any amount to get a sperm seller with the features they want. He said, “We pay N50,000 here but there are times when women come in and request that, at all cost, they must get a tall man. The person can earn more when they make such requests, especially if we don’t have any that fits the profile in our bank. “There was a time a woman came and requested that we get a tall man for her at all cost. I showed her the samples we had, but she did not like the profile. She said she was not satisfied with the heights. And we were unable to get what she wanted from the sellers that came at the time. “The sellers that came then were either AS, or positive with hepatitis B or had low sperm count. We had up to twelve sellers that came and we were unable to get anybody. In such cases, we could offer a lot more when we find the right person. Sometimes, such people are also in a position to negotiate for what they want.” However, subsequent drops attract lesser amounts of money for the same seller. To sell sperm, the person, according to Olufunsho, must stay off sex for five days. He undergoes some tests to confirm that he is not HIV positive and that he also has healthy sperm among others. He said, “If the same person is still interested and we still need him, he would repeat the screening process again. We pay N10, 000 per ejaculation for other subsequent ones. With my own discretion, if the quality of the sperm is good and we have somebody who needs something that matches perfectly with that seller, we may reduce the probation period, but the sperm must be very good. “Although that is the protocol, it could always be amended when there is nothing wrong with the person. Even if someone ejaculates the first time and in twenty minutes time, he does the same, it is still going to be good, but not as good as the first one.” At the various fertility centres where our correspondents posed as potential sperm seller, the clinic workers made keen attempts to have them start the process immediately, by leaving blood samples for tests. On one occasion, a clinic worker told one of our correspondents that he was willing to waive the two to five days’ probation period of abstinence, after our correspondent said he wished to “sleep over it.” The worker said, “What is there to think about? After all, you already said you’re not married. You can leave your blood sample for testing while you go ahead and think over it.” Investigation showed that fertility centres want sellers between 18 and 45 years of age and expect them to abstain from sex, two to five days before giving sperm sample, depending on the centre. Other conditions to be met by potential sperm sellers include testing negative to HIV, syphilis, hepatitis B and C, sickle cell and some other sexually transmitted diseases. Tests are also carried out to determine the count, morphology (shape) and motility of the sperm cells. In addition, fertility centres claim to also place a high premium on average intelligence, education and lifestyle. Although, Saturday PUNCH learnt that such claims are not always true as more emphases are actually placed on height and other physical attributes. “It is not immediately that we pay. We prefer AA genotype because it can be given to anybody, unlike AS that cannot be given to just anybody,” Olufunsho added. However, an employee in another fertility clinic in Lagos, Akin, said sperm sellers could get paid within a week of starting the process. This is possible only if they satisfy the conditions. He said, “If the motility is good, the count is good and you’re okay, then, you can produce for us. If everything is okay, within a week, you can get your money.” A 2012 study into the reproductive health of 26,600 men in France, warned of a sperm crisis worldwide. It said that sperm concentration has decreased by a third since the 1990s. The study found a continuous 32.2 per cent decrease in sperm concentration over a period of 17 years. During the European Society of Human Reproduction and Embryology annual conference in London in July 2013, some experts, critical of the study’s validity, said it did not completely represent the situation in certain areas, particularly the developing world. However, a fertility expert at Mother’s World Care, Ikeja, Lagos, Dr. Margaret Olusegun, said the situation is similar in Nigeria. She said, “A man should have a good count, up to 40 to 50 million sperm per millimetre of semen upward. But you find that these days, men have more challenges with fertility than women. “Although, I don’t have the statistics, men are the ones with more challenges now, even though they are the ones who drive out their wives if they can’t bear children.” Olusegun explained that good sperm should have “at least 50 per cent motility (activeness) because sperm cells can be active, sluggish or dead.” “For morphology (shape) too, which could be normal or abnormal, sperm should have upward of 50 per cent normal cells. And there should not be bacteria growth,” she added. Ogunmokun described low concentration of sperm as “Oligospermia.” He, however, said a sperm count with a minimum lower limit of 20 million sperm per millimetre of semen would still be considered normal. But he added that any sperm concentration of less than 20 million per millimetre of semen could be categorised as mild, moderate or severe oligospermia, depending on the count. Ogunmokun said fertility problems could be with the man, the woman or the two of them. Saturday PUNCH learnt that the demand for sperm has made the fertility business a lucrative one. Many of the fertility centres in Lagos have facilities for sperm preservation, where it’s freezing costs about N50, 000 per quarter. Ogunmokun said, “After collection, the semen is processed and seminal fluid and all other things are removed. The sperm is put in little bottles and placed in special containers called dewars, connected to a power source. It is stored at very low temperature and there must be an indicator for monitoring should there be a change in the condition.” He, however, added that there must be a standby generator in a place like Nigeria, where power supply is unstable, as sperm can be frozen for decades. “Although, there are many other reasons why people freeze sperm, someone living far away from his wife can decide to freeze his sperm for the wife’s use while he’s away. Also, someone going for cancer treatment can freeze his sperm before starting the treatment since such treatments affect sperm production,” he added. Ogunmokun said fertility centres focus more on university undergraduates to ensure that sperm donors have a certain degree of intelligence. He said, “The current practice is to actually recruit sperm donors and the focus is on undergraduates. The focus is on students because they should be able to provide their ID cards so that background checks can be done.” According to Ogunmokun, the perceived increase in the number of men with low sperm count is as a result of infection and lifestyle habits like sitting for too long and wearing of tight underwear. He said, “The testes are not supposed to be too close to the body because of the higher body temperature. Globacom, the Nigerian-based pan-African mobile network, is celebrating its tenth year of operations following its official launch on Friday, August 29, 2003. Within a decade, the company has extended its services to more than 105,000 cities, towns and communities and owns the first submarine cable in the world to be individually financed. In Nigeria, where the Mike Adenuga-led telecommunications company commenced operations, the network has piloted several innovations that are pivotal to the sector in the country, including the introduction of the pay-per-second billing system. Glo has also commenced operations in the neighbouring West African nations of Ghana and Benin and has also been awarded operating licences in Senegal, Ivory Coast and Gambia. HumanIPO got mixed reactions from Glo subscribers when quizzed about the network’s service quality. Adepoju Philip, a Glo subscriber who has been on the network since 2007, said he prefers its voice services although he said the network’s internet connectivity is not satisfactory in his area. “My relationship with Glo is to load card and call. They are trying in terms of call quality although their internet service is not reliable which is why I prefer MTN’s data services over Glo’s,” Philip told HumanIPO. However, the telecommunications company’s submarine cable spanning more than 9,500 kilometres is configured from Portugal to Lagos and is currently berthed in Bonny, Ghana and elsewhere where it is contributing to broadband penetration. To satisfy its millions of subscribers in Nigeria, Alagboso Chibuike, co-founder of PC Media Solutions, said the network needs to invest more in improving its services. “Glo has done a lot, but it can still do more,” Chibuike told HumanIPO. “Its success story shows that Nigerians are proud to use a pan-African telecoms service provider that originated from Nigeria. The International Telecommunications Union (ITU) on Thursday said it was partnering with Facebook and African Child Online Protection Education and Awareness Centre (ACOPEA) to protect children on the Internet. The ITU made this known in a statement signed on Thursday in Lagos by its Chief Media Relations and Public Information Officer, Sanjay Acharya. It said that under the Child Online Protection (COP) Initiative, ITU had established an international collaborative network for action to promote online protection of children worldwide. The union said that it would ensure provision of guidance on safe online behaviour in conjunction with its partners. “As part of this endeavour, ITU is partnering with ACOPEA to run a pilot exercise in training community activists and others in key safety messages and tools. “The ACOPEA programmes and educational resources, in line with the scope and objective of the COP Initiative, will promote smart, safe and responsible use of digital technologies,’’ it said. ITU said that one of the expected results of the project would be awareness and training sessions in 25 schools in partnership with educators and teachers. It said that Facebook would partner with ITU and ACOPEA to support the pilot initiative financially. According to the union, the three parties have a strong interest in digital empowerment and ensuring safe and secure online experience for children and young people in Africa. It said that the pilot project would principally focus on Ethiopia, although it could be extended to other parts of Africa. “The project aims to enable ITU and its international partners to reach out to all stakeholders to better understand the issues and mobilise support for sustainable pan-African child online protection,’’ it said. It was drama, Tuesday, at the venue of the verification of certificates of primary school teachers in Edo State, as a teacher in Asologun Primary School, Ikpoba Okha Local Government Area of the state, Mrs. Augusta Odemwinge could not read a sworn affidavit she purportedly tendered as part of her credentials. The state governor, Mr. Adams Oshiomhole, who paid an unscheduled visit to the state Staff Training Centre, venue of the exercise, said “if you can’t read, what do you teach the pupils, what do you write on the board?” Chairman of the state Nigeria Union of Teachers, Mr. Patrick Ikosimi, who was also at the screening to monitor the exercise, said that the woman’s failure was “an embarrassment.” On arrival at the centre, the governor took time to peruse some of the teacher’s credentials and documents presented. When Mrs. Odenwingie took her turn during the exercise, the governor, who listened to her defence, asked her to read the affidavit she presented, but she stuttered, to the consternation of everybody around.Ikosimi, who described Mrs. Odemwingie’s failure to read a document she presented as an embarrassment, said the union was in tune with the state government on the need to sanitise the school system.He said: “We are committed to partnering the government to reposition education in the state. What this teacher has just displayed is a show of shame; it shows the decadence in the education sector. “As the chairman of NUT, I had written to the governor that we are in total support of what he is doing. “He should properly involve the NUT, so that together we can fish out the culprits, who are not viable as far as the system is concerned,” he said. Global technological giants Google have joined the ‘Africa rising’ bandwagon by launching a competition in which entrepreneurs, creatives, innovators and web lovers across the continent will share their stories of how the web has transformed their lives and work. “Whether you’re a photographer, an entrepreneur, a fashion designer or a community activist, if the internet and Google tools have played an important role in your success, Google wants to hear from you,” read part of the media statement from Google. Google’s new initiative, ‘Africa Connected; Success stories powered by the web’, aims to gather the largest collection of inspiring stories about ventures established online by Africans, in Africa. At the launch of the competition in Nairobi on Aug. 27, the Google Lead for Africa Connected, Affiong Osuchukwu said five winners will each receive US$25,000 (about Ushs 62.5m) and will also have the opportunity to work with a Google mentor over a six-month period. “Google wants to hear from young, spirited entrepreneurial web adopters in Sub-Saharan Africa who have a healthy disregard for the impossible and who are using the web and technology to do cool and extraordinary things to rise above their circumstances, change their world, and achieve success. Osuchukwu gave the example of a Kenyan electro/pop group, ‘Just a Band,’ which used YouTube to learn how to create a new style of Kenyan music with electronic nuances. He said although the band’s innovative sound was initially rejected in Kenya, they refused to take no for an answer and started sharing their music on YouTube which instantly cultivated for them a huge fan base and success – so much so that they now regularly travel to play at festivals in the UK, USA, other African countries and all over Europe. “We want to showcase the amazing achievements happening in the new Africa,” said Osuchukwu. Osuchukwu noted that technology is internationally acknowledged as the engine of development and economic growth. “It is a revolution favouring accelerated development that gives us the possibility to address national and global challenges in distinctly new ways,” he said. The United Nations Development Programme (UNDP) is partnering with Google in the initiative and the UNDP Kenya Country Director, Maria-Threase Keating, noted that the Google campaign shall highlight how Africans can harness computing and internet services for attainment of the Millennium Development Goals (MDGs). In a dramatic turn of event, the Lagos State government is buying back the concession rights it granted Lekki Concession Company (LCC) to reconstruct the popular Lekki-Epe Expressway. The concession right which would have seen LCC reconstructing the road towards Epe, with three different tolling points, had been a subject of controversy from the beginning – trailed by agitations and mass protests by the residents of the Lekki corridor, backed by civil rights groups. The concession agreement, which underpins the “Lagos Infrastructure Project”, was to involve upgrading and creating new road infrastructure along the first 49.4km of the Lekki-Epe Expressway (Phase I). Additional private sector finance was also to be deployed towards developing the first 20km of the coastal road with an option to do the Southern Bypass as well (Phase II). In keeping with the globally established BOT model of infrastructure delivery, the concessionaire was to operate and maintain the road for the full 30-year term of the concession, and then hand over the assets to Lagos State in good condition at the end of the concession term. In this way, Lagos State was to enjoy new world class infrastructure as a direct consequence of the agreement and users of the road would positively experience the service-based approach that was to be adopted by the concessionaire to deliver certain benefits to the people. The benefits were to include convenience – traffic decongestion, easier access to and from the Lekki-Epe corridor, breakdown and recovery assistance, ambulance service, and customer call centre. Other were shorter journey times, reduced wear and tear on motor vehicles, reduced fuel consumption by road users, security – law enforcement, better street lighting, reduced risk of “go slow robbery among others. Although there was official explanation on why the state government is buying back the concession rights, BusinessDay, however gathered that it may not be unconnected with the difficulty of sourcing funds to prosecute by LCC. There have been complaints in several quarters over the decision of concessionaire to start collecting tolls on the road when the construction is still ongoing. Many watchers of events in the state had argued that tolling amounted to collecting monies from the citizens to build road as against sourcing funding elsewhere and completing the road before commencement of tolling. Governor Babatunde Fashola in a letter dated August 19, 2013 sent to Adeyemi Ikuforiji, the Speaker of the state House of Assembly, seeking to amend the 2013 budget size of N499.105 billion to accommodate additional N7.5 billion. This will increase the budget to N507.105 billion, in what is intended to fund the buying back of the concession rights. Fashola said in the letter, that “the proposal for further amendment is largely predicated on the need to fund the acquisition of existing concession rights and toll revenue benefits held by the Lekki Concession Company, the concessionaire for the Eti-Osa-Lekki-Epe expressway. This will effectively accelerate the transfer of ownership of the road to the state, leaving the state with wider policy options with regards to that important road infrastructure.” In order to address these issues, we have proposed a two-prong approach; namely, re-ordering some expenditure provisions and also direct supplementation of the year 2013 budget. These will entail an increase in the overall budget size by N7.5 billion. This is against the a background of a projected shortfall of N22.5 billion in budgeted internally generated revenues (IGR) which now needs to be covered by additional borrowings,” the governor said. Fashola stating further in the letter which was read on the floor of the House on Tuesday, said “we also need to restructure our borrowing plan as the N30 billion World Bank DPO II will no longer materialize in 2013. In effect, we will need to issue bonds totaling N87.5 billion this year, instead of the N35 billion originally envisaged, in order to cover the shortfall in the IGR and the delay in disbursement of DPO II, so as to be able to finance the acquisition of the concession rights and take control of the toll regime for the benefit of our citizens. The re-ordering and direct supplementation being proposed have brought the budget size to N507.105 billion from N499.605 billion and the capital/recurrent ratio to 58/42 as against 54/46 in the approved budget,” Fashola said. BusinessDay recalls that the 2013 budget earlier passed by the House was assented to by Governor Fashola on January 2, 203.
