The chief executive officers (CEOs) of nine commercial banks Wednesday escaped the hammer of the lawmakers as they finally appeared before the House of Representatives Committee on Finance. The committee is conducting an investigation into tax remittances by banks. The bank chiefs had last Monday shunned invitation to participate in the investigation, resulting in a threat to issue bench warrant for their arrest. Among those that appeared before the committee were the Managing Director/CEO, Zenith Bank Plc, Mr. Godwin Emefiele, and Managing Director/CEO, Keystone Bank Limited, Mr. Philip Ikeazor. Other banks such as Heritage Bank Limited, Sterling Bank Plc, Citibank Nigeria Limited, Skye Bank Plc and Stanbic IBTC Bank were represented by their top officials not below the rank of an Executive Director (ED). However, Enterprise Bank Limited which was represented by an official below the position of an ED was not allowed to participate at the meeting. Emefiele, who spoke on behalf of the other bank chiefs, apologised for their inability to honour the earlier invitation. Chairman of the House Committee on Finance, Hon. Abdulmumin Jibrin who expressed displeasure over the attitude of the banks towards parliamentary invitation, gave the CEO of Enterprise Bank 24 hours to present himself before the committee. Jibrin said it was wrong for the banks to treat the invitation with levity. "We take exception to parliamentary invitation being treated with levity. We don't think there is anything more important than what the committee is doing on the economy and on behalf of the Nigerian people. "All we are doing is to improve our revenue base and make sure we get over this yearly budget deficit rituals," he said. The committee also gave the banks additional information on the template that had been given to them which they are expected to defend at the next phase of the investigation. JOHANNESBURG — Hackers cracked into the website of South Africa’s police and downloaded information that could leave whistleblowers vulnerable, police and a government data agency said Wednesday. State Information Technology Agency (Sita), which hosts all of the government’s websites, said that last week the hackers accessed information relating to crimes posted by some 15,000 whistleblowers and complainants. “Most of the information was submitted anonymously… we are concerned because there is information where people have given further details” of crimes, Daniel Mashao, Sita’s divisional manager, was quoted as saying by SAPA news agency. The hackers then posted the information onto a public website. Local media said some of the whistleblowers’ details that may have been compromised include phone numbers, identity numbers and email addresses provided between 2005 and 2013. The hacker “DomainerAnon” claimed responsibility for the cyber attack in a tweet late last week, saying it was linked to last year’s killing by police of 34 striking workers at the Marikana platinum mine operated by Lonmin. It took several high profile hacks, but Twitter is finally rolling out two-step authentication to insure a modicum of user security. The microblogging platform played down account compromises as occasional occurrences in its announcement today, saying that every so often account owners alert it to email phishing schemes or password breaches taking place elsewhere on the web. After the Associated Press saw a false tweet rock the U.S. stock market, not to mention hits on Burger King, Jeep and The Onion, Twitter is ready to do the two-step security dance. “When you sign in to twitter.com, there’s a second check to make sure it’s really you,” Twitter’s announcement assured. One, two step The feature can be enabled by heading over to account settings and selecting “require a verification code when I sign in.” With a confirmed mobile number and email address, any user can get the two-stop system up and running. After enrolling in login verification, users will be sent – and need to enter – a 6-digit login code via SMS every time they sign into Twitter. Existing apps will continue to work uninterrupted even after verification is enabled, Twitter said. Airtel Sierra Leone has been issued a 21-day ultimatum by the country’s telecom regulator to improve its services or risk having its operating licence suspended. The ultimatum was issued because of “the continued deterioration of the voice and data services of the network despite series of correspondences and meetings between the Commission and the company,” the national telecommunication commission (NATCOM) said. “Furthermore, the Commission in good faith granted an application for additional spectrum resources to the company in order to facilitate the improvement of their network capacity. When all these seemed to fail, the Commission levied a fine on the company in July 2012,” it said. The notice, which was made public Monday, took effect May 13. Though a part of the fine of $450,000 has been reportedly paid by Airtel after making an appeal for a reduction NATCOM’s chairman, Siray Timbo, was praised earlier this month by the founder and chairman of the United States Telecommunications Training Institute (USTTI), Michael Gardner, at the 8th International Electronic Communications Regulators Conference in Turkey for his “unwavering commitment to integrity” as head of Sierra Leone’s telecom body. However, some subscribers think Airtel is just one of the affected operators in what they consider to be a growing problem among telcos in the country and Africa as a whole where issues including poor service quality, undelivered text messages, dropped calls and inadequate coverage have been raised against telcos. “I feel good for the notice — that is if anything good comes out of it — because this is not the first time we have been making complaints,” said subscriber Abu Kargbo. “However, I am not too happy about the perceived targeting of Airtel. It seems proper justice is not being done. We have three major GSM operators in the country and to the best of many people’s knowledge, they are all guilty of the same problem. There are times you make calls with two phones placed side by side and one network will not go through to the other. So why target only Airtel?” NATCOM should give more explanation for why Airtel was singled out, said student Arthur Williams, but he supports the ultimatum. “I don’t know what yardstick was used to determine which telco was to be sanctioned, but I agree with the ultimatum,” he said. “Maybe it’s because they say Airtel has the largest number of subscribers hence it should be held responsible for not leading aright. We need to be educated more though. We don’t like to go around with a mindset that preferential treatment is being meted at one telco over others. MTN faces new pressure on its dominance of its biggest market by subscriber base, Nigeria, after rival operator Etisalat signed a $1.2 billion refinancing loan with 13 Nigerian banks to bolster its network in the region. “The company plans to use the proceeds to refinance the existing commercial medium term debt of $650 million and continue its network rollout,” Etisalat said. By 13h00, shares in MTN declined 2.53% or 4.67% to R179.83 on the JSE. The All Shares Index declined 0.60% to 41,566 points. Launched in 2001, MTN has a market share of 49.7% (Q1 2013) in Nigeria, which boasts a population of 161 million, and a penetration rate of 65%. According to data compiled by the Nigeria Communications Commission, Nigeria is the fastest growing telecommunications market in Africa, rising from 500,000 telephone subscribers in 2001 to over 108 million as at December 2012. For the year ended 31 December 2012, MTN’s total subscriber base increased by 13.9% to 47.4 million in Nigeria, but market share was down 2.5% to 47.5% for the year. MTN says it hopes to add 7 million new subscribers in 2013. Its rivals in Nigeria include Nigeria’s Globacom, Indian-owned Bharti Airtel and Abu Dhabi-based Emirates Telecommunications Corp (Etisalat). MTN Myanmar competitiors Earlier this month, Nigeria’s telecoms regulator ordered MTN to charge customers the same rate whether calling rival operators or other MTN users, in order to reduce its market dominance. The NCC said that MTN charged its customers three times more to call rival operators than for calls between MTN users. “This is indicative of the likely establishment of a calling club for MTN subscribers,” the NCC said. And also in May, Nigeria president, Goodluck Jonathan visited South Africa, meeting with MTN Group president and CEO, Sifiso Dabengwa.
