The online conspiracy theory and rumor mill is active once again following a brief recess in the wake of failed doomsday predictions in September. The latest rumor of impending global catastrophe is not an or a , but a prediction that the world will experience 15 days of total darkness in November. According to hoax and rumor peddlers, NASA has that the entire world would be plunged into total darkness for 15 days of the month of November due to a rare alignment of Venus and Jupiter next week. The “November Blackout,” which only once in a million years, will occur once again between November 15 and 29, and NASA’s Charles Bolden has briefed President Barrack Obama about the imminent and scary event in a 1,000 page report. NASA Says There Will Be Darkness For 15 Days Of November [Image via Twitter] A Snopes report suggests that the rumor in its present form first online on July 14 on Newswatch33 , under the title “NASA Confirms Earth Will Experience 15 Days of Complete Darkness in November 2015.” NASA, to the website, has confirmed that a rare conjunction of Venus and Jupiter will cause the Earth to experience 15 days of complete darkness, starting from 3 a.m. on Sunday, November 15 until 4:15 p.m., Monday, November 29. The website presents the following bizarre explanation of the astronomical event that will cause the “November Blackout.” During the conjunction between Venus and Jupiter on October 26, light from Venus would cause gases in Jupiter to heat up. The heated gasses will cause a large amount of hydrogen to be released into space. The gases will reach the Sun and trigger a massive explosion on the surface of the star, heating it to 9,000 degrees Kelvin. The heat of the explosion would then cause the Sun to emit a blue color. The dull blue color will last for 15 days during which the Earth will be thrown into darkness. Despite the claim that NASA has confirmed this devilishly tall story of cosmic mishap, the agency’s websites contain no information about it. The only part of the story that bears any resemblance to an occurrence in the real world is the conjunction between Venus and Jupiter which on June 30. A rare alignment of Venus, Jupiter and Mars will also occcur next week but astronomers say it will not generate fantastic “reactions” as claimed by hoax theorists. A political pressure group in Delta State that styles itself as, Hope Delta Democratic Movement, (HDDM) has raised an alarm that the People Democratic Party leadership, (PDP) in Delta Sate has compromised the judges of the election tribunal in the state in order to get favourable verdicts in their desperate effort to cling onto power. Photo: CJN, Justice Mahmud Mohammed In a statement made available to newsmen, the group alleged that the State Governor, the PDP Chairman and Governor Ifeanyi Okowa, have been engaged in last minute desperate efforts to compromise the Tribunal judges in order to get favourable judgment for all pending cases relating to the Governorship, National Assembly and State House of Assembly elections. The statement which was signed by the National Chairman and secretary of the group, Mr. Francis Umukoro and Mr. Emeka Anyasi respectively, further alleged that, “some of the tribunal judges earlier resisted the overture made to them, but after much pressure, a deal have been allegedly struck, to ensure that, on a wholesale basis, all the APC and Labour Party cases pending before the tribunals sufferer defeat. According to them; “Information reaching us reveals that in spite of initial resistance by the eminent judges, a deal has now been struck. This deal we understand is to affect all APC and Labour Party candidates whose cases are still pending in the Tribunals. “As a credible activist organisation fighting for the enthronement of democracy, justice and accountability we would not ordinarily comment on a matter that is sub-judice, but we are constrained to speak out early because the lives of Deltans are involved and we would not condone corruption in whatever form. “This allegation has become so strong and the details’ coming out so specific that it has become hard to ignore. Also, the recent judgments by the State Assembly election panel, particularly in the case of Chief Anirah, the APC candidate Vs Rt. Hon Monday Igbuya, where Chief Anirah’s petition was off handedly dismissed and Hon Igbuya’s election surreptitiously upheld against the facts and run of the tribunal submissions, gives so much credence to the allegation. The group also stated that it has always been the nature of “PDP to achieve anything and everything by bribery. This they have consistently done since 1999 as a means to hold on to Delta state ensuring that no credible election ever took place! In this wise, we decided to raise the alarm now as what is at stake at this point is the very continuing survival of Delta as a state! We owe no less an obligation! “We have information to the effect that PDP and Governor Okowa have procured the services of a husband to one of the judges in one of the panels sitting in Asaba who hails from Kwara state, who have been recruited through the active support of a top most national leader of APC and now a high ranking personality in the current government and who also hails from the same aforementioned state. “This personality was a co- governor with and still a friend to a former governor of Delta state who still retains an iron clad hold on the politics of the state even though he has been absent from the state. “We also understand that the Okowa government had to award a contract and make payments to a notorious political contractor purportedly for the uplifting of the now downgraded Asaba Airport. The contract is said to be in excess of N5 billion with N3 billion allocated to buy the tribunal cases on a wholesale basis. It is further said that the contractor has now commenced the distribution of the largesse through the husband of the lady judge who is the go between to the other judges” They further stated that; “the judges of the governorship panel were at first cautious and reluctant to participate citing the ongoing Buhari’s anti-corruption crusade as their fear but that of recent, after so much persuasion and assurances that ” nothing will happen” they have now summoned enough courage to join! “We have gone to this detail to let both those offering and those willing to accept to know that whether this allegation is true or not, we at HOPE DELTA are not only watching, but has set in motion the mechanism to excavate the truth of this allegation. We are taking this allegation very seriously and that we will stop at nothing to get to the bottom of it. And when we do, we will do more exposure than what happened recently in Ghana. “We are also proceeding to alerted the security services and other anti-corruption agencies and request their surveillance capabilities towards frustrating the evil intentions of this most hideous endeavour. We are compiling these issues for onward transmission to the National Judicial Council (NJC) for their necessary sanctions, if truly the tribunal judges are culpable. “We however hope that the tribunal judges will do the right thing as all Deltans both at home and in the Diaspora are awake and alert waiting for the outcome of the epochal judgment. “Now that the various tribunal panels have all adjourned pending the delivery of judgement, we urge all Deltans to be vigilant in this remaining two (2) weeks or less before judgement. Nigeria’s Millennium Development Goals (MDG) office spent N154.2 million to construct a single borehole in Abuja, in what appears a shocking example of contract inflation that has helped undermine the country’s ability to achieve its MDG goals. Drilling a single borehole in Abuja averages N1.5 million. A hydrology firm told PREMIUM TIMES that amount should cover drilling and casing, installation of a solar-powered submersible pump, steel tower for the tanks, tanks, pipes, joints & suckers, installation and labour. The firm allowed an expanded estimate of N10 million if a water treatment facility is included alongside other optional accessories. The Abuja borehole, constructed at Gwarinpa, an expansive estate in the federal capital, had no such fittings. Indeed, the borehole had long become dysfunctional and was no longer dispensing water to the residents when PREMIUM TIMES visited in June 2015. Still, the Abuja MDG office told this newspaper it was more concerned with service delivery to the people, than the amount it takes to do so. The eight target goals of the MDGs, set at the Millennium Summit of the United Nations in 2000, are eradication of extreme poverty and hunger; achieving universal primary education; promotion of gender equality; reduction of child mortality; improvement of maternal health; combating HIV/AIDS, malaria, and other diseases; ensuring environmental sustainability and developing a global partnership for development. In 2010/2011 alone, N249.26billion was channelled through Nigeria’s federal ministries, departments and agencies, “Quick Wins” (Constituency projects, but now called Special projects), Conditional Grants Scheme (CGS) to state governments, and Special presidential interventions for MDGs programmes and projects. Analysts say poor execution of projects, racketeering, inflation of contracts, and other contractual breaches are some of the factors responsible for Nigeria’s inability to achieve its MDG goals. The Gwanrinpa borehole, constructed at N154, 242,200, according to the contract and budget papers obtained by PREMIUM TIMES, is located at Galadima ‘I’ community of the estate. The contract was awarded to Zarm Global Service on March 28, 2008. The company has no address, contact person or telephone number. Another N110.6 million was paid for the construction of a borehole at Tungan Nasara community of Jiwa Ward in Abuja Municipal Area Council. The contract was awarded to Global And Global Venture Limited on March 29, 2008. Also, the company has no address or contact person. When our reporter visited one of the project sites supposedly executed by the MDG office at a primary school in Dutse Alhaji community and another in Kubwa area of Abuja, there were no signs of any projects in the areas. Residents of the area told PREMIUM TIMES that the borehole had stopped working immediately after its completion. According to budget details, N8, 802,185 was paid for the construction of the borehole. Obinna Okafor, a representative of the company in charge of the project, Hunnigdale International Limited, provided no details beyond saying the project was moved from its initial site to Gbazango West Layout of Kubwa. At Nanda Community of Agyana Pandagi Ward in Abaji Area Council, Abuja, a borehole constructed at N8.1 million was also not functional. Ochiez Signature, which won the contract, has no office address. Its manager, Onu Clement, told our reporter the firm operates from his house at New Nyanya in Nasarawa State. Investigation revealed that a greater percentage of the 1,333 projects executed by the Abuja office of the MDGs between 2007, 2008, 2010 and 2011 in Abuja communities, were either below the set standard or had been abandoned by contractors. When PREMIUM TIMES sought the response of the MDGs office regarding the construction of a single borehole at the cost of N154, 242,200, and the poor state of the projects, the director of projects at the office, Mr. Dalhatu, said he could not discuss issues of contract or speak for the companies. Although an official who spoke on the condition of anonymity faulted the payment of N154 million for drilling of a single borehole, he said they were more interested in seeing the projects working, and that they will check available records, and consult with the MDGs focal person to find out what the problem was. It’s no longer news that some of Nigeria’s biggest music stars such as 2face, Patoranking, Cynthia Morgan, Runtown, Oritse Femi, Sound Sultan, Black Magic were live in Sapele on August, 8th 2015 for Star Music Trek #SapeleRocks. One of the major highlights of the concert was when a lady fan beat the venue security and ran onstage while 2face was performing. The unidentified lady grabbed the pop icon from behind, pulled him close, stripped off her top and attempted to take 2face’s clothes off. Annie Idibia who was present to cheer her husband’s performance looked dazed at the occurrence. Everyone including the security had thought it was one of creative director Efe Omorogbe’s skits but apparently it wasn’t. We know for definite that election results have been heavily rigged and falsified since 1999. From this standpoint and known fact, resolving the problem should start by identifying the points at which the inflated figure are added to the collation process. From various investigations, the falsification and inflation of results happen during the transit period of moving collated election results from Local Government Collation Centres to State Collation Centres. Having identified the source of the problem therefore, then we are halfway through in finding the solution and this should be, the final point of announcing election results to the public, media and international audience should be at the Local Government Collation Centres, whilst the State Collation Centres should be for the compilation of the already announced and publicised statewide results. This is not Rocket Science, but because the corrupt, fraudulent, greedy and selfish political class is so determined in being in power through rigging and falsification of results, they will do anything and everything to maintain the status quo. If the opposition parties are a serious bunch, they should institute a case for determination by the law court, mandating INEC to announce the election results at the Local Government Collation Centres, in line with section 27 of the Electoral Act, 2010 as amended. The parties should also seek that results not announced at the Local Government Collation Centres cannot be added at the State Collation Centres. This will go a very long way in checking electoral fraud. Where are the legal luminaries and lovers of democracy (free, fair and transparent elections)? This is the time to establish the rule of the game, with legal backing, not after the rigged and falsified election results have been announced. THIS IS THE TIME TO ACT, AND TO ACT, WE MUST. ANNOUNCEMENT OF ELECTION RESULTS: 27-(1) The Results of all the elections shall be announced by- (a) the Presiding Officer at the Polling unit; (b) the Ward Collation Officer at the Ward Collation Centre; (c) the Local Government or Area Council Collation Officer at the Local Government/Area Council Collation Centre; (d) the State Collation Officer at the State Collation Centre; (2) The Returning Officer shall announce the result and declare the winner of the election at: (a) Ward Collation Centre in the case of Councillorship election in the Federal Capital Territory; (b) Area Council Collation Centre in the case of Chairmanship and Vice Chairmanship election in the Federal Capital Territory; (c) State Constituency Collation Centre in the case of State House of Assembly election; (d) Federal Constituency Collation Centre in the case of election to the House of Representatives; (e) Senatorial District Collation Centre in the case of election to the Senate; (f) State Collation Centre in the case of election of a Governor of a State; POSTING OF RESULTS: The Commission shall have cause to be posted on its notice board and website, a notice showing the candidates at the election and their scores; and the person declared as elected or returned at the election. Tamuno Briggs The Bayelsa State Government says it has released the sum of N200 million for the payment of bursary allowances to its students studying in institutions of higher learning across the country. Governor Seriake Dickson, who disclosed this while responding to a question during a live interview programme in Yenagoa, said the funds were already at the disposal of the state scholarships board for disbursement. Describing the amount released so far as the first tranche, he indicated government’s readiness to provide more funds to ensure that, all outstanding bursary entitlements are cleared soon. The Governor, however, urged the students to be patient and cooperate with the board by complying with the processes being put in place to ensure a hitch-free payment of the allowance. According to him:“When I said I was going to pay bursary from last month, I kept to my word by releasing the first tranche of N200 million. So, your money is already with the scholarship board and I believe they are following their processes, because we are a government of due process. “So, tell your colleagues to also follow all laid down processes, because that is not the Bayelsa we want to build for you the younger people. That is why we are re-organising this state to make it a better place for you people. “The money is there. By the time they finish, I will add more until all your bursary entitlements are settled. And I count on you also be good students. Apart from the bursary allowances, he said the government was also keeping faith with the payment of inherited pension and 18% minimum wage arrears, despite dwindling revenues accruing to the state. On efforts at tackling unemployment, Governor Dickson noted that, though it is a global problem, his administration is taking practical steps such as provision of vocational training, small and medium enterprises (SMEs) development fund, among others, to address the scourge. While urging the youths to take advantage of the various empowerment programmes already put in place by the present administration, he pointed out that, government alone could not absorb the whole army of unemployed youths in the state, through the provision of white collar jobs. He said, “I am not one of those politicians that will tell you lies. I will tell you what most people will not want to hear. The truth is that government cannot provide automatic employment for every available graduate and young person in Bayelsa State. But, let me assure you that we are concerned about the issue. There are some employments that we have authorised. A number of people know that, we have employed more youths within this 2 year period, than a lot of governments. We have employed 200 youths as forest guides on the basis of equality of local governments”, he added.
