its not called cutting it's called cropping.
people do it specifically to make the breed more presentable and some breeders do it basically for show dogs in order for the dog to fit into the dog breed standard.

mind u pedigree Rottweilers doesn't come cheap.. U can get pedigree Rottweiler at his kennels,revolution kennel,box head rottweilers or better still contact me for info.
