I am still trying to be optimistic about the whole situation. But what the one month delay has done is to destroy the confidence of participants and when people stop providing help, the scheme folds up. The Ministry of Defence (MOD), says it is partnering with Blueberry Integrated Concept, a construction consultant, to build 50,000 housing units for its staff across the country.


The Permanent Secretary of the Ministry, Ambassador Danjuma Shani, announced the plan at a One-day Convention of the Association of Senior Civil Servants of Nigeria, MOD chapter, in Abuja on Tuesday. November 29, 2016. Shani who was represented by Mrs. Meteden Huda, the Director, Human Resources Management in the ministry, said shelter was one of the key instruments of human life, adding that shelter began with human development. Shani explained that any civil servant who retired without having a roof over his or her head may end up being frustrated.


This is what facilitated the ministry’s decision to partner with the company to enable it to secure affordable houses for its staff before retirement age.
“The joy of every civil servant is to have a house of his/her own before retirement in order to make life easy for him/herself and family’’
Shani expressed confidence in the ability of the partnering company to deliver the housing units on schedule.

Group Managing Director of the company, Mr. Sanusi Garba said its partnership with Ministry of Defence was to provide affordable houses to its staff.
“We hope to deliver 3,000 houses to the staff of the ministry at Karshi, 2,000 in Nasarawa and 45,000 in other states of the federation. It is to be called `Defence City Estate. The master plan indicates that in each state of the federation, we will build 1000 housing units and the completion period is 46 months.”

“We are bringing our partners that have funds from China and other parts of the world. We will provide land and other logistics for the partners and when they are done we hand over the houses to Federal Mortgage Bank. The bank will buy them and in turn sell to the staff. They will be deducting the amount directly from the beneficiaries’ salary’’, he said.

Mr. Suleiman Mshela, Chairman of the Association of Senior Civil Servants of Nigeria in the ministry, said housing need was as old as the history of man.
“Shelter is the most fundamental needs of man. In the ministry, we have not been fortunate to have had an estate called Defence City Estate. Since the government cannot do it all alone, we took the initiative to look inward since the best thing that can happen to our members is to own a home’’, he said.

Interestinq question. My humble submissions are these

1. The scheme is very helpful and necessary to bridge the housing gap. Without schemes like these many will not be able to afford a house, even on the long run. Obviously the scheme is tailored to some socialist and capitalist countries housing scheme

2. Will I advise anyone to participate. The answer is relative. First off, the choice is exclusively with the individual, whether to own a house or not, whether to buy a fully built house or to build from the scratch. These choices are informed by many factors, one of it is the poser raised - Availability of a bulk-sum cash (N25m in this context). My wife and I built our house from the scratch. It took us 5years to complete. Why? because we did not want to be subjected to the "weight" of expensive mortages and private bank schemes. That "5years" was a harrowing, challenging and very tough experience, but it is history now. It is more like compressing a 15-20yr interest into 5yrs. So personally I went for something more challenging than the Lagos Rent-to-own scheme

3. Now there is no life without it's attendant risks. Yes you may loose your job, or some other mishap may happen. But that is just one of the probabilities. Have you consider the positives? What if your earning power changes along the line and you walk up to Lagos state government to request for a bigger scheme and renegotiate your terms? What is you even opt to cash-out along the line and use the money to buy a bigger house? My approach to life is that we keep moving on with a positive mindset and when we get to trouble waters we, solve it

The Lagos Home Ownership Mortgage Scheme (Lagos HOMS), built to encourage Low-Income Earners has not been without its own shortcoming. The Scheme which was handed over to Governor Ambode by the preceding Governor has witnessed many phases of developments. No doubt, it has also attracted comments from a lot of social commentators as regarding the cost and some questionings if the scheme was actually meant for low-income earner, which some real estate stakeholders claimed it was too expensive for.

Governor Ambode on his own path is doing his best to make sure that tax paying Lagosians benefit from the scheme. At a point, he broke down the payment to a yearly payment. Later, he broke it down to a monthly payment scheme. Thus, we can sense consistent efforts by him to make the homes available to low-income earners indeed. To ease the tension of the recession, he has slashed the price again.

Due to the economic downturn, Governor Akinwunmi Ambode of Lagos State has slashed price regime of houses under Lagos Home Ownership Mortgage Scheme, Lagos HOMS, to allow residents apply for the scheme specifically when rent-to-own scheme commence December 9. Vanguard gathered that the scheme which commenced under the previous administration was yet to be fully subscribed, even with the introduction of raffle and other strategies earlier.

With the reduction, two-bedroom flat, which was N7.2 million has been reduced to N3.5 million, while the one bedroom reduced to N2.3 million. Also, the room and parlor unit has also been reduced to N1.5 million. Ambode, who announced the review in prices while inspecting Sir Micheal Otedola Housing Estate in Odoragunshin, Epe and other ongoing construction within the axis on Monday, added that over 1, 000 additional housing units have been injected into the pool of housing units earlier provided by the state government. He explained that due to the economic recession, his administration felt the need to review the housing policies, saying it was the reason for the new policies which we aimed to ensure that housing is affordable to Lagosians.

Commissioner for Housing, Gbolahan Lawal, stated that the social welfare policy of the present administration in the face of the current economic downturn necessitated the need for the rent-to-own policy.

This is good news for Lagosians who never felt they can ever own an apartment in Lagos.

The cheapest self-contain I have seen is in Lugbe. It is 80,000 NGN I was wondering if I was lost or if it is really in Abuja. Which state govt pays it's workers above 150k?

Let's peg it @ 150k, by 1yr is 1.8million by 10yrs is 18million it is not even up to the 25million, assume, those workers pay in all the salaries into the housing scheme, Ee still no do.


As such, it is not attainable because the people they are targeting(low income earners) can not even afford it. Thus, it will still end up with high income earners and politicians.

You don't have to buy the one for 25 million , you can buy a more affordable one

With the prevailing market rates of building materials, I applaud Lagos State if they are really able to deliver finished accommodation (at the right quality) for as low as N1.5m, and no higher than N25m, albeit flats.

Before we harangue further, it will be pertinent to wait for the breakdown of the selling price vis a vis the respective locations. Thereafter, we can compare the LASG proposed selling price with that of the private developers in that area.

Low income earners will obviously be able to benefit from the low range houses. The upper range will be very beneficial to mid income earners who pay exorbitant rents in Surulere, Lekki and related environs where these houses will be cited.

Kudos again to LASG.

First of all, this is not fot low income earners, its for people earning from 200 and above because i don't see a level 4 to 5 civil servant being able to afford that shit. In the first place, where e get 1.5m as initial deposit or didnt i read that right? 25m to be paid in 10yrs thats around 113k per month, how many "low income earners" can afford that in these recesion age? Did you realise that some of the apartments cost 1.5 million Naira, and they are going to pay for so long. so if they pay 15,000 NGN in a month, they would have finished paying before ten years
