if you dont have Passport you are ineligible to vote.
so as you can see above its not hard to obtain one of these IDs. there are free ones. i know different district have slightly different rules but in all of those district you have to Identify yourself or have someone ID you. without documents to prove who you are or someone identifying you there is no voting for you.
