Even with a ministerial diplomatic password, any country can and most likely will declare him a persona non-grata, and can even have him arrested terrorism related offenses.
Besides, on terrorist no-fly list, If no airline will carry him, there is nowhere for him to travel to.

Mrs Adeosun gave a great account of herself in office and I have fond memories of her particularly how she was moving from shop to shop with the vaids flyers during her time as minister. Diplomatic passports are invalid for entry when the owner poses a threat to National Security. Especially in the EU.
