Bros chill. Firstly, a diplomatic passport has a red cover and not blue.
The blue passport you're referring to is what is called an official passport and Mr Pantami is qualified to hold it,but it does not confer any form of immunity on him.
It's only a diplomatic passport that confers immunity on the holder.
Here are the categories of Nigerians that are entitled to hold diplomatic passports:

President
Vice President
Ambassador/High Commissioner and thier families.
Career diplomats and their families serving abroad.
Foreign Affairs minister
Immigration attachees
Defence attachees
Customs attachees
High commission/ Embassy workers of Nigerian origin.
They are given the diplomatic passports (red) by default.It comes as they occupy those offices( statutory)

The rest , including Ministers etc ,are given based on specific assignments carried out on behalf of the Fed Govt and it is not statutory.


But the official passport (blue) is given to any government official who needs it, including a ward councilor.
