The letter should strongly argue about the administrative error by pointing to the subject matter and attached a copy of the received letter, then have it forwarded via webform and/or email to the office that handled your application.

BTW, does this letter have your Application and/or UCI number?

To the best of my knowledge they verify the authenticity of the bank statement(s) provided and not the account balance.

Banks are not authorized to divulge customer account balance information to third parties.

I align with this thought based on governing law covering banking system. Though I am not totally sure. Otherwise there must have been a writing approval by the account holder to disclose information to the requester. Even banks will not divulge account balance to siblings (even they bear same name) or spouse. Nigerian government or agency can because they are empower under the law. Just like NCC can request for call log of any individual from network operator without his/her permission. But no other person or country can request the operator for such information. Another good case is EndSARS and lekki footage just to put the discussion into perspective.

This is the PFL letter I got from IRC and I made the payment again and I submitted the receipt and they said received with thanks. I’m just confused right now . Please what do I do ?

The picture is now clear from the recent screenshot. Relax and stop panicking, this is serious as it is perceived. As advised before, go ahead with the letter and point the officer to its administrative error. Also, re-attach the officer's letter and the application fees payment receipt.

Relax your mind and be swift with the letter.

Reason is my admission is conditional (transcript matters which I’m resolving already) and it’s like I won’t be able to pay tuition until the offer is unconditional.

Everything about the officers is solely based on discretion. If the need to refer to the previous application is mandated (esp for confirmation of certain declared sensitive information), the flex will be swiftly acted upon immediately.

That's s why it's advised to maintain a train of information when it involves immigration. Since you know your UCI number, no harm penning it down on the IMM Form, and even if you don't, the officer will be generous enough to assist you with it.
