Everyone has been scammed before one way or the other, but don't take my comment as support for scamming, just like I explained in the comment. It's only their parents I pity and the lack of economic structure caused by corruption which causes youth to see scamming as a way out.

Go to working countries, there's a lot of investment in social security and economy, there's no magic to it. The solution is to start from the top where it matters most.
