According to Islamic doctrine, moon must be sighted by at least two people before the Amir (leader) of the Muslim announces the end of the month of Ramadan. In case of Nigeria, the sultan of sokoto is the amir (leader) of the Muslim. And it is mandatory that all true believers follow his directives.
