Fifteen of the Seventeen Governors from the Southern Geopolitical Zones had converged on Asaba last week in what will be a first of its kind meeting, to deliberate on security issues as it affects the zone.

Amongst others as contained in the 12-point Communique, the Southern Governors resolved the immediate ban on open grazing all over Southern Nigeria; a decision that has dominated discussions nationwide.

Excerpts from Seun Okin's interview with the Attorney-General of the Federation, Abubakar Malami SAN on #PoliticsToday

On the issue of banning grazing, the AGF asks if you deny the rights of a Nigerian citing the example of Northern governors coming together to ban the trade of spare parts in the north. Does it hold water?

Malami: Banning open grazing is like banning sale of spare parts

Abubakar Malami, Attorney-General of the Federation, says the resolve to ban open grazing by southern governors is equivalent to prohibiting spare parts trading in the north.

Last Tuesday, Southern Governors resolved to ban open grazing and the movement of cattle by foot, after a meeting in Asaba, Delta state.

The resolutions of the Southern Governors have been greeted with mixed reactions from different parts of the country.

Speaking on the development on Wednesday in an interview on Channels Television, Malami faulted the decision of the southern governors, saying it does not align with the provisions of the constitution.

The Attorney-General said the decision “does not hold water” in the context of human rights as enshrined in the constitution.

“It is about constitutionality within the context of the freedoms expressed in our constitution. Can you deny the rights of a Nigerian?” he queried.

“For example: it is as good as saying, perhaps, maybe, the northern governors coming together to say they prohibit spare parts trading in the north.

“Does it hold water? Does it hold water for a northern governor to come and state expressly that he now prohibits spare parts trading in the north?”

Malami asked the Southern Governors to facilitate the amendment of the 1999 constitution (as amended) to prohibit open grazing.

“If you are talking of constitutionally guaranteed rights, the better approach to it is to perhaps go back to ensure the constitution is amended,” he said.

“Freedom and liberty of movement among others established by the constitution, if by an inch you want to have any compromise over it, the better approach is go back to the national assembly to say open grazing should be prohibited and see whether you can have the desired support for the constitutional amendment.

“It is a dangerous provision for any governor in Nigeria to think he can bring any compromise on the freedom and liberty of individuals to move around.”

Malami is a very dull guy. Sadly, Seun Okin is also a very slow interviewer. A smart journalist would have pinned Malami to the ground for making such a silly comparison.

We can only compare selling of spare parts to selling of cows at best. There is no correlation between open grazing and selling of spare parts.

Nobody in the south is against selling of cows. What we are against is open grazing because of its negative effect on crops and the resultant clashes with farmers. There is also the criminality that some criminal elements perpetrate in the name of herding.

People who sell spare parts rent or acquire shops to do their business without trampling on the rights of others. Cattle herders should learn from them and rent or acquire land to do their business without disturbing farmers and constituting themselves to security threats all over the country.

This is shameful to say the least.. coming from an Attorney General of the Federation makes it even worse.

So fulanis going about trespassing on peoples' rights and farmlands and destroying their farm produce worth millions of naira is the same as spare part business where the sellers rent or own a shop, stock and sell their wares without disturbing the man next door.

I've said it severally that we don't have intelligent leaders in this coumtry.

Fulanis tried this open grazing nonsense in Ghana but Ghana president gave an executive order for Ghanians to kill any cow roaming the streets in Ghana. None of them dare try nonsense in that small but great country till date.

How sane humans think of defending an outdated way of life in this 21st century and era of cattle ranching beats me.

Just check out the statements of the supposed powerful men from the north, you will understand that it is all a grand plan. If it was just about grazing lands, these powerful men of the north who control our resources and monies could have bought lands through proxies for their Fulani herdsmen for ranching in the south without any suspicion. The crises is not herdsmen and farmers clashes over grazing areas, but a conquest mission.

Banning open grazing is like banning street hawking, street begging or banning okada riders, all of which have been successfully banned in some northern and southern states without any drama. What is special about this open grazing! In fact as we speak, trade of alcohol and piggery are banned in some norther states without any constitution amendment at the national level. These are also some people's means of livelihood.
It is extremely pathetic that a particular ethnic group views issues from ethnic prism no matter the level of education. This guy just equated banning open grazing to stopping northerners from working in the south. A whole AGF!
Any state can ban open grazing so far it is legislated and passed into law by its governor. The only reason they are talking to you is because the instrument of implementation aligns and is owned by FG (i.e Police) which is a misnomer and the reason for the restructuring agitation!

The same people will destroy beers (investments with millions upon millions of naira in cost of production) but share in the duties and levies on those beer companies remitted as revenue to government purse. Isn't that hypocrisy and stvpidity combined? I wonder why Southerners especially the elites are just too quiet and docile.

The VAT from beer is holy but the beer itself is unholy. Being religious isn't the same as being righteous.

Simply put.. unrighteous religious fanatics.

Ideally, a legal process should be instituted against those states like Kano and they should be made to pay heavy fine to government and settlement to affected beer companies for damages. They worship Allah but don't understand righteousness or the true ways of the Allah.

So Malami is directly saying the auto part sellers in the north are responsible for auto crash in that part of the country.

I won't be surprised if we wake up and hear that auto part sellers in the north should be proscribed by an executive fiat for causing sundry vehicular accidents.

And this guy is said to be the chief law officer over millions of intellectually intelligent Nigerians.

His academic credentials should be subject to thorough probing if we're to be a saner clime.

The aim of open grazing is to control food production. He who controls food production has a powerful weapon to blackmail and intimidate others. Have you ever heard cows grazing on farms in the north east and north west. There are arces of farm land up north, open farm land yet cows don't graze there. But who is to be blamed, blame southerners who see and know the truth but will rather lie and pretend.

I just hope that the Southern governors will remain resolute and unshakable without allowing these spawns of Molech to create a division among them. They will come out with all kinds of whimsical excuses, arguments bereft of the basic principles of logic and statements laden with emotive stupi.dity. They will attempt to bribe, bribe, armtwist, blackmail and manipulate there way so as to establish the agelong divisions of purpose that has kept us in the dark for decades while they remain afloat feeding stupendously fat on what they have not laboured or suffered for. The Yorubas have an adage which says: " Eje ki a le eleyoro lo ka to fi abo si adiye", which roughly transliterates as this: "Let us first drive away the wild cat/jackal/ flesh eating animal before we return to question the carelessness of the chicken" We have differences and legitimate qualms to raise, but we have a common foe who threatens our collective existence much more than any actual or peceived beef. The Chinese will say " the enemy of my enemy is my friend". That is wisdom. The South needs to unite against these blood spillers masquerading as jihadists.

Someone need to approach the court so that it would be determined if they have the right to collect VAT on beer after destroying beer in their various states.
