Forced donation. But the catch is non government workers actually own shops in that market and are supposed to pay tax to the government.


This is a clear case of using Peter to pay Paul. Instead of the government to carry out their duty ,they shifted the responsibility to civil servants who also pay tax to the government.


So what next will civil servants have their salaries deducted for? To construct roads, schools, hospital ,buy cars for police,sink community boreholes, build local government buildings? What else?
