When trump sanction Iran oil company... Ally countries follow through and stop doing business with that company and if any country disobey that sanction, then some companies in that country will be sanctioned.

So, why Biden waives the sanction and allow companies from Europe to go ahead with the completion of the pipeline if sanction was not in place?
