Nothing!

When Russian rebels destroyed a civilian plane with their citizens on board what did they do?

If they could, they would have a long time ago. Putin harassed and annexed Belarus, Southern Georgia, Crimea one after the other, NATO did nothing, only barked without no bite. Strong men don't shout. Putin's voice is thin, but his actions shake the world.
