Everytime you revalue an asset, the unrealised gains/losses go into Other Comprehensive Income on the P&L and Revaluation Reserve on the Balance Sheet. The OCI is not taxable until the point they are realised ie upon sale of the asset. That is the tax fraud element they must be investigating, as well as expensing of capital items to reduce tax liability. His treatment of the Revaluation Reserve can also be subjected to scrutiny under the Sarbanes Oxley act as some of his companies were publicly traded.

The fact authorities are looking into his revaluation of assets suggests there's a possibility that upon sale of those assets, he did not true-up their value in his books from previously declared valuation, which potentially feeds into tax fraud. He may have also funnelled the realised profits upon sale into expense items such as commissions to his other companies etc rather than increasing his profits.

I'm not sure on the law regarding declaring differing valuation to two separate entities but an asset only has one valuation which is the carrying value recorded on the Balance Sheet. You may reduce or increase the asset value as you please based on any acceptable valuation methodology, but giving differing valuations to different entities may constitute financial injury to the Insurance companies for example. This is where the Insurance fraud and banking fraud comes in. I think this is the more likely outcome rather than tax fraud as any accountant should be able to justify his valuations to tax authorities as they are based on the audited books. Reporting different valuations to Insurers and Bankers is where criminal problems may arise.
