There is nothing extra ordinary about Lagos IGR generation. The taxes are taken mostly from corporate workers, whose deductions are done at source. Companies are also complying but in other states of the federation, the economies are too informal and taxing informal businesses and sectors is extremely difficult.

As long as Nigerian business sectors are largely informal, IGR will never go up.

Lagos the economic nerve during colonisation. It became the dweling place of the whites, and the sea route to the rest of the world. What else do u expect? Rather than the useless lots we have in power since 1960 to spread important economic infrastructure to at least one state in each of the region, they further made Lagos bigger by siting major govt investment in Lagos. That Lagos has a high debt does not mean they don't generate more than many other states. There is a difference between the two. You can borrow to carry-out a project which your internal generated revenue can't help with as at that time. Then, a repayment plan is put in place based on the internally generated revenue.
