Exactly, I was watching 'Narco wars' on Nat Geo yesterday about how drug cartels in Mexico terrorized a particular province for many years, killing them like chickens and the government was barely helpless, blood spill everywhere, men, women, even children were not spared; rape, especially of 11, 12 years old kids were rampant.

You guys don't understand what is going on. Before you get to the herdsmen, you will have to get over the police and army first. Nigeria case is different from the example you cited above because in our case the state security apparatus are against the people and defending the terrorists. It is not a case of the security being overwhelmed and citizens step up to fight, it is a case of the security of a country tactically supporting the terrorists against the people. So it is a difficult fight to win

The moment the indigenes go after the fulanis that is when you will see the army with operation something and the aim will be to stop the villagers from attacking the terrorists .
