I think your assessment is all wrong. They have no security being beside both Russia and China. I fully expect to be carved up and annexed one day to satisfy either or both Russia/China's expansionist agenda.

Permafrost, tundra, deserts, inaccessible, inhabitable wastelands. Its so bad that expeditions to explore, mine and transport natural resources buried in those regions seems like a financial suicide.

If you want your own free little estate, and you have money to modernise it, and make it economically viable, Russian government will give you free land. But no, thanks.
