I worked in School Exclusions for a local authority years ago, and though the majority of pupils in the borough were white, the majority of exclusions were black students, so the authority decided to investigate and enforce mitigating measures.

It is still going on, as you'd find if you just bothered to seek information instead of sprouting that which just screams how ignorant you are of the topic and the issues involved.
