Legally, it's not allowed to just kill anyone.. all suspects are considered innocent until proven guilty by a competent court of law.

Same thing applies with terrorism, they get to stand before a judge in the law court for cross examination and appropriate sanctions. There are exceptions however wherein full force is deployed in armed conflict.

They are trying to draw a parallel between ND militants who later got amnesty and the bandits. One major difference is that the ND undoubtedly has been exploited and is suffering environmental degradation while local alhave been denied their lands.
