Well a witness according to God's word means someone who testifies to the occurrence of an event {Deuteronomy 17:6} or about someone's presence or ability. Isaiah 43:10

Apostle Paul listed many of them and your assumed criteria aren't what defines them.
Paul mentioned several names in the Bible book of Hebrews 11:4-32 he concluded that they are "cloud of WITNESSES" {Hebrews 12:1} so your presumptuous criteria to quantify a witness is wrong!
