Money is hygroscopic. Same with hardcopy pictures. Keep it in a humid room and this will be the result. That's why large amounts of money are kept under air conditioner both to decrease the risk of fire and to keep the room dry.

On the bolded, YES, I have experienced that not once or twice. If you keep minted money especially the ones coming from a very cold places, you will understand. Though mine was not as wet as the OP painted his own.

There is a scientific explanation for this but I've forgotten how to explain it. I'm the mean time, let's blame Desmond Elliot.
