They don't need to declare a war because that would lead to a total annihilation of the Nigeria. All they need do is ask for the release of their citizens and if the cabal in Nigeria refuses, the Israeli would take the cabal out, even if it means killing them, and rescue the citizens. But I believe they would do it to avoid minimal damage on innocent citizens.
