The Securities and Exchange Commission (SEC) on Tuesday denied allegations that it offered bribe to the Chairman of the House of Representative Committee on Capital Market and other financial institution, Herman Hembe and the committee that was conducting an investigative public hearing on the capital market.

Mr Hembe while resigning as the Chairman of the House committee conducting an investigative public hearing on the capital market told his colleagues that it was SEC that tried to bribe him and members of his committee.

“I made no attempt to collect any bribe, rather I worked hard to avoid the offer of such by the SEC DG,” he said.

The Lawmaker was forced to resign after the Director General of SEC, Arunma Oteh publicly accused him of demanding N39 million bribe from the commission among other financial abuse of his office.

How does one go about avoiding an offer of a bribe? Sitting long hours in the office, working the phone lines or calling up the EFCC with documents or recorded conversation as evidence?
So if this probe hadn't come up, this is how SEC would have continued with a gang of bribe-givers at its helm of affairs (assuming the honorable's allegations are true), with the prime knowledge of an honorable representative?

A rudimentary thought: How was the bribe going to be offered? In cash in the trunk of a car? Through transfer in a local bank? Offshore account credit? Honorable please enlighten us...and the pretentious EFCC.

am still asking what is the essence of all these dramatic probes with nothing to show for it. Subsidy probe, power probe, pensions probe, capita market probe, are these the new version of reality tv show. I think theirs is boring

We heard Gbenga Aruleba read out the internal memo between her and one of her principals on AIT yesterday morning soliciting the payment for certain items of expenditure involving the probe. What he (Gbenga) failed to reveal was mentioned later by one of his invitees was the minutes by madam in response clearly stating as well that the proposal (to pay for two items of expenditure) was an 'excellent idea'. In saner societies an offer of inducement amounts to criminality and not just the taking or the demand. Even the intent to bribe, the contemplation, the discussion says a lot. Like one of the panelist said. If the commission was clean as a sheet the matter of bribe demand will have been reported the moment it happened and not forced from her lips under hostile pressure.

I love this power play. It is healthy for our democracy. If all others (male & female) can be as courageous as this woman (in mentioning names without fear of being intimidated), then the EFCC and allied agencies will have genuine tasks in their hands.

i dont belive these reps for one minute. it is beyond my imagination that a thief such as hembe would reject a bribe, quite impossible to fathom, they are just trying to bring this woman down.all I can say is if we let this woman fall then no just person will try to stand up to their tyranny.

@kael, why do u label Hon. Hembe a thief B/4 he is proven guilty? I don't want to judge for now, but its clear that the SEC DG had intents to and/or offered the committee an inducement package as evidenced in the 2 memos, which ammounts to crime. It is possible that she want to play smart by going public to discredit the committee when she discovered they were not interested in her offer.
Secondly, considering the magnitude of the allegations against the DG and the way the committee members were hard on the DG it is difficult 2 say that they were the ones who descended that low to make such cheap demands. It is not good to be tribalistic or sentimental about sensitive issues that would determine the future of this nation like this. EFCC you have a job here. Almighty God save this nation.

I am trying to understand why we are wasting so much energy and time on the ongoing probe. All these revelations are only for our information and not action. Is it that the members in the house cannot ask or receive bribe, or are we saying that a leader (otteh in this case) in any of the numerous government's agencies cannot offer bride? What has been the outcome of previous probes and the indicted people? Some of them have gone ahead to become serving ministers and head of security formations. The noise been made by both camps will soon become music that will slowly fade away.

In any bribery situation, we know there's the power end and the victime end. The house chairman's arguement that he was offered bribe and he worked day and night, sweated so much to remain clean, and begged God to help him resist bribe is like a rapist arguing that it was the victim who exposed her body and tempted him into the act, or a police man collecting bribe on the highway because the vehicles were simply passing. Ridiculous, and laughable.

The SEC woman is without a doubt a crook.

The Hembe man seems to be a victim of a woman scorned. I see her going to jail for malicious libel. Hembe might just escape this time. . .

Hey Mister, you didn't quite get the bolded comment right. Without holding brief for Arunma Oteh, she didn't approve the sum requested by the House Committee. The board of SEC approved. Besides, we all know how these things play out. The House Committee would not call it bribe, they'll rather call it financial support. Apart from this, there was contact by a staff of the N/Assembly to SEC which was what lead to the memo in the first place.

In addition, if bribe was not what was intended, why didn't Hon. Herman Hembe find it easy to dismiss her allegation right there at the hearing? His explanations were after thought, after meeting with a team of lawyers i guess. How about the call for a N5m bribe? What is Hembe's explanation to the botched trip for which he collected money and did not go? That guy smells corruption

SEC proposes to spend 30 million to foot the bill of a probe panel set up to probe SEC. is this a joke or a joke?
What exactly is the bill needed for the probe panel?

How come Hembe has still not come up with a believable explanation for the business class ticket to Dominican republic and the estacode attached to it that he is yet to refund after no making the trip?
Are his lawyers yet to concoct a tale that they will feed me to reel out to a gullible public?

the same hembe who never wrote a test talkless an exam on his own during he's stay at BSU?
the same hembe who institutionalised ballot snatching for his brother during the student union days? the same hembe who along with his brother solicited for bribes from state govts during the brother's era as nans president?
hembe is one of the most irresponsible,non chalant and corrupt individuals i have ever come across!

I would like a law be passed, that any public official who's name in mention, or accused of bribe, be sacked immediately! He/she either proofs himself innocent within 24hr or leave what ever public office he/she holds.

It wasn't supposed to be a probe of SEC per se but that of the Capital Market activities so its not out of place for SEC to provide support to the House to carry out an activity that could also benefit SEC since the House Committee findings could serve as learning point.

Unarguably, there had been personality clash between Hembe and Oteh. I learnt Oteh is still single and you cannot rule out the possibility of Hembe having thrown passes at that pretty woman at some point in the past.

you post goes back to what in my view is the crux of our political matter.
A system that succeeds in throwing up characters like this and the likes of Chuma Nzeribe,Ubaneze and Ochendo is worrying.
Such a system needs to be scrapped and revamped.
I am not looking for saints to hold political power but the pruning process of our political system must be able to weed out such clowns.
A situation where the touts and clowns form a majority in the political class is exceedingly worrying.

I think we now know better, why previous probes have not yielded any meaningful result. "He who pays the piper, dictates the tune". I do not know who is telling lies or the truth, but I know one thing for sure, a bribe has been offered. what would have happened, if Ms. A.Oteh didn't have that courage to speak out? Let us pray...and God will continue to expose more of them. Amen!
