No, only the 1st and 2nd winners qualify automatically. Then they pick two 3rd-placed runners based on their highest finishing time.

For instance; Oduduru stopped at 20.16s and was placed on the pending qualification list. Unfortunately, another 3rd placed runner finished ahead of him at 19.98s.

As a result, the faster runner (19.98) took Divine's place and qualified.
