The attention of Operation SAFE HAVEN (OPSH) has been drawn to a publication in Punch Newspaper dated 8 August 2021, where it was alleged that troops of OPSH told residents that they had no instruction to repel invaders during attacks on some communities in Bassa LGA. This allegation is not only false and baseless but a malicious and futile attempt to once again malign the good work troops of OPSH have been doing to restore normalcy to troubled areas in line with its operational mandate.

It is pertinent to note that OPSH is committed to safeguarding lives and property in line with global best practices of adhering to rules of engagement (ROE), standard operating procedure (SOP) and respect for fundamental human rights of the citizenry.

For the records, OPSH deploys in a joint operations involving all security agencies whose mandate is to bring lasting peace on the Plateau and environs. It is practically impossible to issue out orders to troops and for them not to respond to any distress situation aimed at saving the lives and property of law abiding citizens considering that they are drawn from all the security agencies, cutting across ethnic, religious divides and under oath to maintain peace and security in the nation. Therefore, the submission that troops have not been given permission to protect communities is not only false but wicked as the mandate of OPSH is explicitly clear on what should be done in an event of such unfortunate situation in line with the SOP. However, it would be appreciated if anyone has information that would help identify personnel that is alleged to have given such excuse as to not given orders to respond to distress calls. It is also important to stress that prior to deployment, troops are adequately briefed on their expectations for operations in realization of OPSH mandate. Currently, the Commander OPSH has ordered the beefing up of security and increased patrols to safeguard all troubled areas to prevent recurrence of such sad incidents.

All law abiding citizens are therefore enjoined to cooperate with the security agencies by providing credible information that would aid the security agencies in performing their duties. The good people of Bassa and environs are once again urged to use the phone numbers distributed by OPSH to report activities of suspicious elements in their domain for prompt response.

Following the recent escalation of offensive operations coupled with non kinetic efforts by troops of operation HADIN KAI (OPHK) which yielded massive surrendering of Boko Haram and Islamic State of West Africa Province Terrorists in the North East, the Chief Bomb Expert of the terrorists group known as Musa Adamu a.K.a Mala Musa Abuja and his second in command Usman Adamu a.k.a Abu Darda along with their families and followers have also finally surrendered to the troops of operation HADIN KAI in Bama Local Government Area of Borno State.

The acting General Officer Commanding (GOC) 7 Division and Commander Sector 1 OPHK Brigadier General Abdulwahab Adelokun Eyitayo was at Headquarters 21 Special Armoured Brigade Bama on Saturday, 7 August, 2021 to receive the set of the surrendered Boko Haram terrorists and their families.

During the visit, the GOC said their decision to drop their arms and come out is highly commendable, adding that they should also try and talk to their brothers and colleagues in the forest to come out and embrace the new life of peace and rehabilitation. General Eyitayo who spoke through an interpreter further disclosed that they will undergo some rehabilitation process at a Government facility before reintegration into the larger society.

While distributing new cloths and assorted food items, groceries and toiletries to the surrendered terrorists and their families totalling 335 fighters, 746 adult women and children including one of the abducted Chibok girls, it was observed that the reasons for such massive turn was basically due to the intensified Nigerian military campaign on their enclaves and environs and also with the overwhelming famine, discontent, internal skirmishes, health challenges as well as untold hardship.

The Nigerian military has resolved to intensify its both kinetic and non-kinentic approach towards the ongoing fight against insurgency in order to leverage on the knowledge of Musa Adamu and Usman Adamu and also with the current wave of turnout by terrorists to enable her achieve both short and long term counter-insurgency gains in the North East.

The reality on ground is different and the soldiers on ground know what's up..some Nigerians also know this as a fact that order from above say "do not touch the fulani marauders when conducting their business of killing in their host community" there is even a video on this forum of a soldiers venting his anger as per the order from above...!!!

There are salient points I consider studying recent Spec Ops deployment across board. Which of these have shown anything comparable in terms of combat, doctrine, operational equipments and funding to any foreign power with expertise in the field of Special Forces Operations on land, sea and air.

Generally when we look at Special Operations Forces the first thing to make them anything effective would be funding especially for training and then weapons and equipment. If we look at sub-saharan Africa and take the regional economic and political centers of power though nascent in development I'd say each have horned their own combatant specialties but have they earned their stars.

There are other active spots of CT/COIN operations like Mali, Cameroon, Chad, Niger, Burkina Faso, Somalia, Egypt and elsewhere with some decent Special Forces Operators, some small and effective while others would take years to reach the status of those being studied here. The focus here is the three rich economic powers of sub-saharan Africa and their response to existential terrorist threats.

Of the three economic centers of power all evidence points to the Nigerian Armed Forces Special Forces community and the Kenyan Special Forces to be actively engaged in CT or COIN operations. Of the two nations the Nigerians are the most engaged currently in desert warfare special forces operations and also seaborne anti-piracy operations. The Kenyans in the Horn of Africa operations. The South Africans have only now come into the game in Mozambique but we have no proof yet of any contact with the enemy.

I had anticipated more information on the South Africans however whatever sources I have shows clearly prior to now and I mean since the advent of democracy in South Africa the Special Forces community had been on the decline when compared with what obtained in the SADF. The deployments in Bangui, CAR and the DRC which did not exactly end very well both politically and in military terms showed all of these limitations some of which I clearly blame on the nigh incompetent military command hierarchy appointed based on ANC Party solidarity. There appear to be efforts to resuscitate those capabilities but again as we saw elsewhere there is not the full compliment of assets needed for a Special Forces unit to be very effective in specialized operations.

There are many things that beg the question in the current deployment especially CAS and ISR platforms. I have submitted any experienced SF operator can fire and hit bulls eye without optical scopes but even things like that are compliments you find with most SF units worldwide to make certain target acquisition. The question again would be the tactical and operational engagement in which the current units in Mozambique are to be employed: Urban Warfare, Close Quarter Combat, Recce, HVT kill or capture and or clearance operations. What is their doctrine of combat that might help explain why they deploy AKM rifles without optical sights. I haven't seen an RPG in sight though they are well armed. I don't want to believe funding is the problem as President Cyril Ramaphosa has released almost a billion Rand for this mission. The current deployment in Mozambique however seems to want to prove a point to redeem credibility.

I have always had a high regard for the Kenyan military as a professional military organization. In East Africa based on their economy they should adequately hold their own against any adversary both state and non-state actors in the region. The Kenyan military Special Forces have proven lethal and successful in the last decade and with more funding can acquire and maintain even more specialized skills.

This is not biased but clearly in my estimation the Special Forces Community spread across the three arms of Nigeria's armed forces the Army, Navy and Air Force are the best in sub-saharan Africa. A combination of factors make that possible especially the main one funding. These guys are lavished with the best equipments money can buy and they train with the best of the best. They also have under their belt the most SF experience and success and are the most active duty Special Forces Operators in combat anywhere in Africa.

The purpose of this piece is to provoke critical intelligent military thought and analysis for the good of our militaries and not for name calling or insults. Strength and honor to the warriors.

In order to carry out critical analysis you need to have both participative and specialist knowledge.

Without knowledge you cannot appraise and offer constructive criticism.

That then limits your research question to a persons limited knowledge and in your case parochial perspective.

It is an ESB. A type of our LST but carries less personnel and deploys more beach landing equipment including more support aircraft.

Forget these guys, we all know the truth. There of been several videos of mobile policemen complaining that there is order from above stopping them from going after the bandits. It's only Zone Bs that will argue this.

Even without all these videos from force personnel complaining, when you critically look at their modus operandi in terms of herdsmen and bandits, you will definitely knw that something is not right.

Actually in the early days they had opium cultivation under almost complete shutdown.

OPERATION HADIN KAI: TROOPS QUELL BOKO HARAM TERRORISTS ATTACK ON DAMBOA

Troops of 25 Task Force Brigade, Operation HADIN KAI in the North East have quelled a dawn attack attempted on Damboa town in the early hours of Sunday 8 August 21 by Boko Haram and Islamic State of West Africa Province terrorists. The criminals made a futile effort to infiltrate the town, but were met with heavy volume of fire from the vigilant troops.

While attempting to infiltrate the town with unconfirmed numbers of foot soldiers and some mounted on motorcycles, the terrorists suffered debilitating gunshot wounds from troops' fire, forcing them to beat the retreat in disarray. The troops are currently on the trail of the fleeing terrorists. Unfortunately, in the exchange of fire that ensued, two vehicles belonging to the Civilian Joint Task Force were razed by fire.

The troops of Operation HADIN KAI have been commended for their vigilance and swift response in quelling the attack. They are also encouraged not to allow any form of distraction from the marauding terrorists, whose ranks have suffered enormous depletion in manpower as a result of ongoing air and artillery bombardments.

Law abiding people of North East Nigeria are assured of the Chief of Army Staff's determination to finally rout the Boko Haram/Islamic State West Africa Province criminals from their hideouts. The good people of the North East are also encouraged to continue to avail the troops with actionable information that will enhance the execution of the ongoing Counter Terrorism Counter Insurgency operations in the region.

Two dead as IPOB’s Sit-at-home turns bloody in Nnewi

The Sit-at-home directed by IPOB, early Monday got bloody in Nnewi with two people losing their lives in a confrontation between the Army and suspected members of IPOB.

The unfortunate incident happened at the Izuchukwu junction area of the Nnewi roundabout according to an eyewitness who alleged that the dead was a leader of IPOB alongside a commercial motorcyclist.

Vanguard gathered that the problem started at about 7.00 am when some IPOB members allegedly came out to enforce the Sit at home order and in the process blockade the major roads in the industrial town.

Some unidentified soldiers were said to have rushed to the area to clear the items used to block the roads, and in the process an altercation ensued between them and the IPOB members, leading to the soldiers opening fire on them.

The eyewitness said that the two victims were actually killed by gunshots from the unidentified soldiers, who quickly took off immediately after they fell to their bullets.

However another source told Vanguard that the two people killed were commercial motorcyclists who came out for brisk business but were sighted near the blockade put on the road by the soldiers who started questioning them on why the road was blocked and following jot exchange of words with the soldiers, they were shot by the soldiers who hurriedly left the scene.

Meanwhile, the industrial town has been reduced to a ghost town as the people who initially came out to survey the level of compliance to know if they could open for their daily business rushed back home to save their lives.

Some vehicles were also smashed by aggrieved persons over the attack on the civilians by armed soldiers.

However, a combined team of security agencies as at the time of filing this report later stormed the town to disperse the protesters who gathered in protest against the killing of the civilians by the soldiers.

It will be recalled that IPOB, warned residents of the state against coming out of their homes, following an alleged plan by the military to attack people and branding them IPOB and Eastern Security Network, ESN members.

The Police Public Relations Officer, PPRO, for Anambra State command Mr. Tochukwu Ikenga, could not be reached to confirm the deaths.

Asked if there were plans by the U.S to transfer naval assets to Nigerian Navy (NN) under the Excess Defence Article programme, Pierangelo said talks were on, adding that the NN had indicated interest in a number of equipment and that there were eligible to request.

“The NN has expressed great interest in receiving ships from the Excess Defence Article programs. They are of course eligible. Our partnership remains strong with Nigerian Navy. We are here to train and work with the Nigerian Navy. It is important we engage with Nigerian agencies,” she said.

Recent and significant sales include up to 12 A-29 Super Tucano aircraft worth $497 million to support Nigerian military operations against Boko Haram and ISIS West Africa and counter illicit trafficking in Nigeria and the Gulf of Guinea. The case includes special training on the Law of Armed Conflict and International Humanitarian Law. Nigeria also has active air-to-ground integration to mitigate the possibility of civilian harm. The persistent light attack and Intelligence, Surveillance, and Reconnaissance (ISR) capabilities Nigeria will develop upon completion of this sale and associated programming involve more than just airplanes – Nigeria will have the trained personnel and sustainment infrastructure to ensure a robust capability for the aircrafts’ full service lifetime.

In FY 2019, the United States also authorized the permanent export of over $127,525 in defense articles to Nigeria via the Direct Commercial Sales (DCS) process. The top categories of DCS to Nigeria were Fire Control, Laser, Imaging, and Guidance Equipment; Aircraft and Related Articles; and Military Electronics.
