lexy2014:Nigerians access twitter with a vpn from another countries so twitter doesn't know that they're from Nigeria and serves them ads from those countries they're accessing from. So essentially, twitter hasn't been making money from ads in Nigeria because there are no advertisers spending money to reach Nigerians because you can't access twitter from a Nigerian ip address.
