Gravitational potential = GM/R , that is the formula u will use.
See both G and Mass of the earth are constant, G is universal gravitational constant while M is the mass of the earth.
Interpreting mass 25kg has its Gravitational potential seven times another Mass
GM/R = 7 x GM/R2
You know G and M will cancel each other
Then we have
1/R = 7/R2 cross multiply, R stand for the height of the first mass while R2 stands for the height of the second mass
R2= 7R
But the height of the first mass is 60km, then R2=7 x 60 = 420km
Mind you, all objects fall under the same acceleration on earth regardless of the mass, that's why the mass given there is useless. Know this too, the higher the potential , the lower the height or altitude and the lower the potential , the higher the altitude, thats why the second objects height is higher than the first.

No R stands for the distance between the test mass m and the surface of the another mass M which is earth in this case. We use R to denote distance between two quantities in physics, just like couloumbs law , which is synonymous to newtons law of universal gravitation, F= KQq/r^2, u can see that r there stands for distance between the too charges.
