On the above discussion even though an engineer can prepare bill , I dont think it will be detailed like a quantity surveyor who specializes only on costing though most of our design software nowadays and presentation software gives the quantity and tonnage but they dont factor simple cost like transportation off cut of iron wastages etc..
Savage value of a project , when a project is profitable ,

Listen to the experienced engineer. He's far more knowledgeable than you in the practice of engineering. I've read a lot of his thoughts on pertinent engineering practice problems here. I'm yet to read any one from you yet. I give you benefit of doubt though. If your surest bet to defend BEME is to run an arbitrarily google check for its existence or meaning, then you're far more ignorant than I thought. Google brings results about just anything searched and that doesn't even make the results valid, reliable or legal.

What are you even saying? Are you registered? If you are registered, did you go through the NSE route? As a matter of fact, creating a BEME is part of the NSE exam you would have to pass to get registered.

I repeat, this QSfemo is feeling attacked unnecessarily and he's been making false statements from his largely verbose comments. I just want to correct him that there is no law prohibiting engineers from costing projects.

Also, contractually, it is not in all circumstances that the same entity would have to cost and as well bid for the job. All I am saying is that there are engineers who specializes in cost engineering consulting. They are not contractor and they are neither "QS". They are engineers!

I’d like to drop my 10 cents on this QS and bEME issue. And I do not come in peace.

I think the issue “o ti wo Inu ara won”.

I feel that the essence of cost engineering (I think it’s done in 500L or so) is to actually teach Engineers how to do costing so as not to be totally naive but it’s not as elaborate as what they teach Quantity Surveyors.

Costing is a QS job.

Can Engineers do costing? Yes, on small jobs. Not standard jobs.

Let me give an example. Few years back we got to work on Abubaker Tafawa Balewa University (ATBU) sports complex in Bauchi..

The QS presented a bill. I went through it. I concluded the budget was not enough with a deficit of about 7 million.

Client insisted on that bill. So we concluded on client doing the materials supply while we do the Labour part.

Long story short, the project couldn’t be completed with the initial bill that was prepared.

My knowledge of costing saved me. Although the standard would have been to use an in-house QS to cross check the client’s QS.
