I'm sure they probably can. Of course However that's not the point. The point is that ACTUAL Chemical Engineering vacancies, be it in Nigeria OR developed countries are low compared to the 3 main engineering arms (electrical, mechanical, civil), or worse ICT roles. Keep in mind that it is far easier for practitioners of these 4 courses to strike out on their own compared to Chemical Engineers. Most times, a considerable number of Chemical Engineers, at least in Nigeria, tend to take different technical roles or career paths, and that's okay as Engineering as a whole tends to produce some of the very best analytical minds and problem solvers. Still, actual chemical engineering roles are low.

Mechanical engineering deals with determinate structures/bodies, kinematics and kinetics of rigid bodies, structural dynamics, fluid mechanics (single and multiphase, compressible and incompressible flows), etc All of these are covered in civil engineering as courses in structural engineering, strength of materials, fluid mechanics, theories of deflection, slope, explicit stresses in shells, plates, etc are all taught to civil engineers and are the basis of software such as PLAXIS, ANSYS, STAADpro, ABAQUS, etc Please be aware that I practice both civil, mechanical (statics/ non-rotating), piping and pipeline engineering all at once.

Reading the Wall Street Journal, I came across topics on student's debt and read an article on the wealthy paying off tuition fees of medical students. The stats and follow-up comments further reinforce this thread by Tensa20 on why certain courses should not be studied by folks from poor homes.

As a Nigerian from a poor home, you are better off studying Mathematics, Physics, Chemistry and if you so desire to study Medicine, do so at a public university then push towards relocating to a developed country to take advantage of the subsidised education you got while in Nigeria.
