But the news is telling us something different. What you explain here is a case of importation of stollen car but the news paper said snuggled.
Case one- stollen is illegal but importation is legal. In this case the buyer may be ignorant of the stollen item
Case two- stollen is illegal and snuggling is also illegal. In case two the buyer is likely to be in the know of the stealing hence the need to snuggle the item.
