The point is that the US has never been relaxed! They always strive for the best. The US military spending has always beat that of Russia and China combined. That is not a country that is relaxed. Yes, China is gaining ground, but even if the US stop developing it's military and military technology, it will still take years for China to catch up!

For example, the B-2 bomber is the only stealth bomber in the world. No country has a bomber that can beat the B-2. Yet they are developing a badder bomber, the B-21 raider bomber!
