It's a hormone issue which is prevalent in adolescent, tell her to either see a dermatologist or never be tempted to treat it with any chemical substance as it may aggreviate.
She should use mild soap and cream and be patient till when her hormones are balance she will be fine.

In the phot, I notice that the area affected are surfaces that make contact with her pillows. From neck downward, inner ear lines, scalp and neck shows insignificant reaction.
