I just want to suggest that any governor or president that borrow any money during his tenure and failed to pay back the debt before leaving the office should be held responsible to pay the debt with his personal properties.

The Governor/president that take the loan does not do so in their name, so it will be difficult for them to be held responsible for it, & moreover the duration to payback the loan is usually a longer period of time,which may span beyond their tenure in office, even if it's a two term in office as the case maybe.
I think these loans are usually tired to a project I guess.

No it is not possible. Imagine borrowing money to start a business, you do not expect to get profit yielding immediately. So it’s impossible for the current president who borrowed money at that particular time to repay before leaving.
