The s300 deployed by Syria cannot be fired without approval from Russia. It is more of a show of support to the Syrian government.
A long range air defence system such as the s300, 400 has to be integrated with other units to be effective. Afterall, you will not fire a $1m missile against a $1k drone.
India despite US threat of sanctions has gone ahead to pay a premium to expedite delivery of s400s. China despite having their own high-end long range defense systems bought Russian s400.
I don't know where you got you info about turkey regretting buying Russian s400 (despite being members of nato).
