In 2017, I saw a post online for Finance and Administrative Office which I applied online. I was sent this message below the second day:

We trust you are fine.

We have reviewed your application, qualifications and experience and pre- shortlisted you for the Finance and Administration Officer Position - based in our Regional Office in Abuja, Nigeria but with travel on assignment to Co-operating Partner Offices in Benin, Burkina Faso, Togo, Ghana, Liberia, Sierra Leone, Cote D’Ivoire, Guinea, Senegal, Niger, Mali, Mauritania, Gambia and Guinea Bissau on need basis.

For the full Job description and remuneration terms, please see the attached Job description document (MS Word 2003-2007).

I get what you mean.. Although it's not just verified sites.. They're online courses platforms we all know about.. Udemy and the likes.. That's where the payment is going for the course certification.

If it's the same Quantech that I know then it's not a scam. I've worked as a staff with a HR firm that was a sub-contractor of Quantech on a project in Benin, Edo State in 2009. 'EDO State Project SAVE' to be precise. It's not a scam.

Do not pay anyone anything to accredit or certify shit. They are in on it. Even the people advising you here how their grandfather did same and got a great job, could be part of them.
No legit employer will tell you to pay anything. I got an offshore job in Saudi from Nigeria and they never asked for any payment. Only thing I paid for was getting the KSA visa which they reimbursed. Do not pay anything

I'm noticing it's turning sideways for reasons I absolute understand which are very valid also.. Too many cons have happened in this country, and I've been conned too. Which is why I took this on myself to ask around about it just to be sure..
Note: No payment is requested. Everything is free, so far. Only a particular course was required in addition to the many details to be provided, and just like any verified online course platform, it's not free. I believe most people know that.
I'm well aware once money is needed for this here and there, then it's likely a scam, but for now since it's not.. We'll watch and see.

I hope you've not made any payment because it has been confirmed to be a scam
I have gone through the stages and at the part that would need their $199 certification. No one needs to tell me its a scam because no company would require you enrol for such a course to give you a job without any concrete offer and commitment.

The rubbish form in stage 3 which included the potential salary you would earn was the bait to entice people, but that had scam written all over it because it does not work that way.

Not to forget the poorly written English from the so-called recruitment team
