No one will be seeded. All the 12 teams will be grouped into 3 playoff paths of semi-final and final, such that the finals will produce the 3 qualified team. Of course, Portugal can be lucky to be drawn against a Macedonia in the semifinal but they can face a Russia for example, in the finals.
