Former corrupt CAF president Ahmad signed a match hosting deal for "this playoff" last year or so with the Qatar or UAE officials.

I guess it's that reason they are coming up with that resolution to play in the UAE/Qatar (neutral venue) rather than the traditional Home & Away basis.
