Should they be charged? Probably yes, a manslaughter charge might not get a conviction.

Omicron has not seen deaths on that scale.So far according to WHO not a single death.
Im unaware that a covid test can rapidly identify the particular strain. I am aware that delta variant genomes needed to be sequenced in a high tech lab that very few testing centers have. I would think some countries only had a single such lab and expertise.
