Before any road of such magnitude breaks ground. There are always earthwork activities and leveling. Anything within the premise of construction will be leveled by excavators and leveling tracks. That's why you see the ground beneath the building is yet to be worked upon. Once road activities are done, it will be upon the contractors of the road to clear up the mess.
