While at it, the direct government contractors might see an innovative idea and invest in it through the profits they made which grows into factories or something else and then employ more people.

Look at China which has become the symbol of poverty alleviation and eradication, what the government did was invest massively into infrastructure development. They started by using external companies and then their people working under those foreigners started working on their own and today, they are main drivers of the economy.

The point is simple. Building flyover is not infrastructure for job Creation. That is thrash,and deceit to keep the people in poverty. Government should stop that stale joke.

Let us use housing as a practical example.

Government can find a real estate company with sound skill to partner with.

Then Support them with land. Then infrastructure like road in the place, power, water etc but in that place.

Also can give the company development loan. After the first phase of development, the company sells the property at a reduced rate to pay back the loan.

In that place, they will need workers, give sub contacts to companies.

At the end, the Government provides housing, jobs etc.

The infrastructure development is directly related to the housing and job Creation process.
