Thank God you mentioned Rules of Engagement, they brake that rules mostly in the south and specifically southeast, that is why the US told them to limit the use of tuscano jets to the North.

Nigerian government should lift the siege in the south east, the number of military and police checking points extorting money from people will bring nothing but resentments.

If the southeast is calmed down by reducing military and police presence, those forces should then be sent up north.

You are not from the southeast, therfore its those in thatbregion who are on better position to say who is extorting them.

If the siege in the east is lifted, those security forces can be channeled to the North where bandits and Boko Haram with iswap seems to be getting stronger.
