Why did zoning start in 1999? Some people could have resisted then that there was nothing like zoning before then. Zoning and micro-zoning are here defined differently, stop pretending they are the same.

The 2 slots to the north since 1999 has gone to the same zone and in fact same state. Every zone in the north competed for the ticket and the winner proceeded to run
