Etihad tickets are always available bro. I have been a few times and can book match without stress fairly easily. Even before their stadium was extended, I used to go and see empty seats, talkless of now. I have bought even UCL tickets against Barcelona and Bayern Munich directly from their website with no stress and still saw people queuing at the ticket office to buy ticket few minutes before the game. You can't get that with any other big club,.not even West Ham who fill 66,000 seats comfortably. To get ticket to Anfield, you can't do so officially, someone must give you their ticket to go. The waiting list to get season ticket for Anfield is almost 30 years. Some people turned to skeleton waiting for season ticket at Anfield.

Champions league attendance for City and EPL attendance are not the same. For e.g, City do not report 53000+ attendees on UCL nights. They are traditional minnows in the competition and do not have many fans beyond mancunians due to their relatively puerile history in that competition. That is not to say they are slouches in the EPL as the figures show.
