Let's get this clear. If you are a minority chances are you wont have valid document to vote. If you are white the ID is delivered to your doorstep on your 18th birthday.

USA is very different from Nigeria.
Unless an adult cosign your lease, If you want to lease an apartment like every 18yr old can do, then you need a picture ID. . As a University student, I didnt have an international passport until I was 22yrs but I had a drivers license even though I didn't own a car

I did not drive when I lived in London. I would not even have gotten drivers licence if not for one or two things. I was already in my mid-20s before I got one. I have a friend, a very successful entrepreneur who does not have one till today. I have gone years without car in London, using train and my bicycle to go to work everyday till I left London just 8 years ago. That means if I'm someone who doesn't travel abroad (like most Americans), I don't see why I would need these IDs, and I won't start going through the process of getting them just because election is coming up.
