You only see everything wrong with this actions because you are ignorant about the doctrine of restitution. And why are you ignorant? Because you don't study your Bible. Restitution is scriptural and practiced both in the old and in the New Testament. And for you that says you don't know the kind of pastor preaching restitution and also you that says he only owes the confession to God and not to man, I don't blame you, rather I blame your pastor and the denominational church you belong to, because they are worldly carnal church, that only preaches the sweetest part of Christianity and will not show you the other side, how can they teach and practice what (restitution) they don't have? No one can give what they don't have. Can you eat eba in the morning and someone repeatedly beats you and ask you to vomit indomie, is their any kind or level of beating that will make you vomit indomie when it is eba you ate? Let's see scriptural backings to the doctrine of restitution
Exodus 22:1-15 (restitution in the Old Testament).
Leviticus 6:1-7 (Old Testament)
Luke 19:8-9(Restitution by zacheus in the New Testament).
Ecclesiastes 3:15
Proverbs 28:13
Judges 17:1-4
Philemon 1:1-18 (New Testament, pay attention to verse 18)
With the above clearly stated scriptures, we can see that restitution is not only scriptural but also practiced by the Saints and early Christian. The Word of God is Amen and Amen, and it changeth not.

At this point, in what way will punishing him help him and other young people? By hardship? Why are they quick to destroy someone they didn't catch or arrest? Also tell him to wipe away the knowledge he acquired through those certificates because without those certificates he wouldn't have gone to the university to study those course, get the exposure, etc

If he should follow your advice he would be going straight to 'hell fire' he is so afraid of as he can't undo what he just did to himself untill he forfeits all the certificates he acquired through the JAMB result.

From the message that JAMB sent to him, I could see that JAMB was low-key telling him to move on with his life and forgive himself of his own past., and then sin no more.
But if he definitely couldn't just forgive himself, then he had to forfeit all the certificates and jobs and any other additional credits in his life which were based on the JAMB Exam.
It's simple...
So, it's easier for him to forget about seeking forgiveness from JAMB, and do the forgiveness to himself by himself.

This story can be likened to that of Zaccheus in the Holy Bible. I think he is acting according to the spirit that keeps piercing his conscience and constantly reminding him of his cheating (exam malpractice) years ago. This to me is not wrong for coming out to confess. Forfeiting those results and starting all over is not also a bad idea if he chooses to. Who says God can't give you a better future without certificate if you "genuinely " seek trust and obey Him ?

Don't compare yourself with the thief that died with Christ on the cross who got the ticket to heaven on a platter.

Things like known stealing, fraud, robbery most times need restitution if truly you want to make heaven. When a man comes to genuine repentance in Christ Jesus, haven't you see that your ill gotten accumulations will begin to disappear in a way inexplicable?
