You know how to stop people from open defacating? Clean, well maintained, affordable public toilets, with running water, easy access to bleach, and paid staff. It's not by signing mandate and having police arrest people. Provide facilities. What we should be hearing is of how to seed toilets everywhere: markets, bus stations, etc. and how they will partner with private sector to make it profitable for them. We have examples of this in malls, banks, and filling stations.

BTW, till now, do you know the streets of Paris still smell of piss? Look it up.
